By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General). (v) Covered Telecommunications Equipment or Services—Representation.
The Library will also evaluate the Offeror’s likelihood of successful performance of the requirements demonstrated by the Offeror’s relevant experience in performing services of a similar scope and complexity to the work contemplated under this contract.

This is a combined synopsis/solicitation being issued under the authority of FAR Parts 12 and 13.5. The Library of Congress (Library), one of the largest libraries in the world with over 150 million items, is seeking a single award IDIQ contract to continue performing researcher assessment, engagement, and analysis in line with the Library Collections and Services Group's Strategic Plan. The consulting activities include research of the Library's onsite and online users, review of the Library's programs and initiatives, and other consulting activities related to the researcher experience.
