Combined Synopsis/Solicitation The Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, Detention Compliance and Removals, is issuing Request for Proposal (RFP) No. 70CDCR26R00000026 for multiple turnkey detention facility requirements. ICE intends to award separate single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the provision of comprehensive detention facility services, transportation services, food services, operations and maintenance services, and related support services for ICE detainees in Enforcement and Removal Operations custody. The Government may make one or more awards under this solicitation. Each requirement/facility will be evaluated and awarded separately. The anticipated contract type for each requirement is a hybrid Firm-Fixed-Price and Labor-Hour IDIQ contract. Each contract is anticipated to include a 120-month ordering period, inclusive of a 60-day transition period. The Government is also evaluating the option to extend services for up to six months pursuant to FAR 52.217-8. The solicitation includes the following requirements/facilities: Requirement A: Denver Area of Responsibility Requirement B: Miami Area of Responsibility Requirement C: Philadelphia Area of Responsibility Requirement D: Seattle Area of Responsibility Requirements A, B, and C are for Non-IHSC-staffed facilities. Requirement D is for an IHSC-staffed facility. Description of Requirement The Contractor shall furnish the proposed detention facility and provide all management, supervision, personnel, labor, equipment, vehicles, supplies, materials, and services necessary to provide safe, secure, humane, and compliant detention services for ICE detainees. Services shall be provided 24 hours per day, 7 days per week, 365 days per year. The required services include, but are not limited to: Turnkey detention facility operations; Secure custody, care, supervision, and safekeeping of detainees; Facility management and administration; Staffing, supervision, training, and quality control; Food service operations; Armed transportation services; On-call guard services; Intake, release, classification, detainee accountability, and detainee property management; Facility security and control operations; Video surveillance and related security systems; Virtual attorney visitation capability and operation; Legal access, law library access, and group legal orientation space; Religious services, recreation, disability accommodations, and language access; Commissary operations; Emergency response, evacuation planning, and continuity of operations; Operations and maintenance, including preventive and corrective maintenance; Fire, life safety, environmental, sanitation, pest control, utility, accessibility, and physical plant compliance; Records management, reporting, data ownership, and information security compliance; Compliance with applicable ICE detention standards, ACA ALDF standards, PREA requirements, and other applicable federal requirements. For Non-IHSC-staffed facilities, the Contractor shall also provide comprehensive health care services in accordance with the applicable Performance Work Statement, facility-specific requirements, ICE detention standards, and related requirements. For the IHSC-staffed facility, ICE Health Services Corps will provide health services, and the Contractor shall provide required facility support, space, security, and related services. The Contractor shall also provide and maintain required ICE, IHSC, OPLA, USCIS, EOIR, and other administrative and support spaces as applicable to the specific requirement and facility-specific addenda. Applicable Standards and Compliance Requirements Performance shall comply with the requirements set forth in the solicitation, Performance Work Statements, facility-specific requirements, and all applicable attachments. These include, but are not limited to: Applicable ICE detention standards; American Correctional Association Adult Local Detention Facility standards; DHS Prison Rape Elimination Act standards; Architectural Barriers Act and Rehabilitation Act requirements; Occupational Safety and Health Administration requirements; Fire, life safety, building, and environmental requirements; DHS and ICE information security, privacy, records, and data protection requirements; Applicable transportation, firearms, body armor, licensing, and credentialing requirements; Applicable federal, state, and local laws and regulations, except where federal requirements control. The Contractor shall obtain and maintain required permits, licenses, approvals, certifications, inspections, and accreditations necessary for performance. Phase 1 and Phase 2 Evaluation Process The Government intends to conduct this procurement using a multi-phase proposal submission and evaluation process. Phase 1 Phase 1 consists of: Volume I, Administration Volume II, Readiness Screening Phase 1 will be evaluated on a pass/fail basis for each proposed facility. Offerors must receive a Pass for every Phase 1 criterion for a facility in order to advance to Phase 2 for that facility. Phase 1 readiness criteria include: Legal control of the proposed facility; Minimum beds and required configuration; Building, fire, life safety, and occupancy; Zoning, licensing, and local approvals; Staffing pipeline and training readiness; Key leadership and core security/control systems; Transportation assets and equipment; Environmental and site information, including information required to support the Governments NEPA review. A Phase 1 Pass notice does not constitute award, approval of the proposed facility, an affirmative responsibility determination, or completion of the Governments NEPA review. Phase 2 Phase 2 consists of: Volume III, Technical Proposal Technical and Management Approach Corporate Experience Volume IV, Price Proposal Only offerors and facilities that receive a Phase 1 Pass will be invited to submit Phase 2 proposals for the applicable facility. Basis for Award For each requirement/facility, the Government intends to award a single-award IDIQ contract to the responsible offeror whose conforming proposal provides the best value to the Government, considering price and non-price factors. This acquisition will use a tradeoff approach and is not a Lowest Price Technically Acceptable acquisition. The Government may select a proposal other than the lowest-priced proposal when the evaluated benefits merit the additional price. The Government may award based on initial proposals without discussions. Offerors are encouraged to submit their best technical and price terms in their initial proposal. Proposal Submission Offerors may propose for one, more than one, or all four requirements/facilities. Offerors submitting proposals for multiple facilities shall provide separately identifiable proposal content for each facility. Information submitted for one facility will not be assumed to apply to another facility unless expressly cross-referenced and demonstrated to be applicable. Each volume shall be complete and self-contained so the Government can evaluate the applicable phase, volume, or factor independently. Questions and Proposal Due Dates Questions and proposals shall be submitted in accordance with Section L of the solicitation. The anticipated submission dates are: Solicitation Questions: September 4, 2026, at 2:00 p.m. Eastern Time Phase 1 Proposal, Volume I and Volume II: September 11, 2026, at 5:00 p.m. Eastern Time Phase 2 Proposal, Volume III and Volume IV: Estimated September 18, 2026, at 5:00 p.m. Eastern Time, or as otherwise established in Phase 2 invitations The Government may revise these dates through amendment or written notice. Additional Information This solicitation does not commit the Government to pay any costs incurred in the preparation or submission of proposals, questions, studies, designs, or other proposal-related materials. All public disclosures regarding this procurement shall be handled in accordance with applicable solicitation requirements and DHS/ICE public affairs procedures.
