ARCHITECT-ENGINEER INDEFINITE DELIVERY/INDEFINITE QUANTITY MULTIPLE AWARD TASK ORDER CONTRACT FOR GENERAL DESIGN AND OTHER RELATED SERVICES WITHIN THE BOUNDARIES OR ASSIGNMENTS OF MISSISSIPPI VALLEY DIVISION, UNITED STATES ARMY CORPS OF ENGINEERS Solicitation (Synopsis) Number: W912P826RA012 Set-Aside Code: Unrestricted with a Partial Small Business Set-Aside Product Service Code: C219 - Architect and Engineering - General North American Industrial Classification System Code: 541330 - Engineering Services 1. CONTRACT INFORMATION: These services are being procured in accordance with 40 United States Code, Chapter 11, Selection of Architects and Engineers Statute, Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work stated in this synopsis. This is not the Request for Proposal. Interested firms shall respond by submitting one Standard Form (SF) 330 listing their qualifications. North American Industrial Classification System Code is 541330, which has a size standard of $25,500,000 in average annual receipts. This Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) announcement is Unrestricted with a Partial Small Business Set-Aside pool. The resulting task orders will be negotiated Firm Fixed-Price for General Design and other related services. Multiple contract awards are anticipated, with a performance of five years, with four negotiated rate escalations each year after the initial first year. The total MATOC shared pool capacity shall not exceed $90,000,000 or five-year duration, whichever comes first. The minimum guarantee throughout the five-year contract is $1,000. Responding firms must address each evaluation criteria in the appropriate sections of the SF 330 for the prime contractor as well as all subcontractors and consultants. If subcontracted, clearly indicate what part of the scope they will be performing. To be eligible for the contract award, the firm must be registered in the Department of Defense (DoD) System for Award Management (SAM). Register via the SAM Internet site at https://www.sam.gov. For contractors requiring Common Access Cards (CAC) or contractors requiring unescorted access to USACE controlled property for greater than six (6) months the Centralized Suitability Service Center (CSSC) requires a T1 Background Investigation to be completed. Should a task order require a T1 Background Investigation it will be specified. The primary purpose of the proposed contract is to provide A-E General Design and other related Services anywhere within the boundaries or assignments of Mississippi Valley Division. 2. PROJECT INFORMATION: A-E and related services are to be accomplished through individual Task Orders, which shall consist of the following comprehensive scope tasks and requirements: (a) Core Engineering, Design, and Project Documentation: The work will involve investigations, comparisons, data evaluations, analyses, designs, water quality analyses, technical writing, and drafting for: Engineering Documents: Preparing Design Documentation Reports (DDRs) geotechnical reports, feasibility studies, plans and specifications, Operation, Maintenance, Repair, Replacement, and Rehabilitation (OMRR&R) manuals, value engineering, or other technical engineering documents. Design, Modeling & Drafting: Civil design, hydraulic design, hydrologicanalysis, sediment transport, coastal engineering, structural design, geotechnical design, mechanical design, electrical design, architectural design, naval architecture, project management, building and civil information modeling (BIM/CIM), and CAD drafting. Engineering Support During Advertisement (EDA): Preparing amendments to the advertised plans and specifications and updating the BIM/CIM as warranted by comments received from prospective bidders. Engineering Support During Construction (EDC): Attending pre-construction conferences; responding to contractor requests for information (RFIs) and clarifications; reviewing submittals from the construction contractor; and performing monthly or bi-weekly site visits (or visits at critical times) to witness construction practices, observe site conditions, and document implementation of the design from the designer's perspective. Levee Safety & Structural Periodic Inspections: Performing detailed, systematic technical inspections and evaluations of the safety, stability, and operational adequacy of levees and civil works structures. Support Services: Surveying and the use of aerial mapping are required to support this work. (b) Required Disciplines & Professional Qualifications: The assembled team must demonstrate professional qualifications, education, training, licensing, certification, professional registration, overall relevant experience, and longevity within their disciplines and firm. Key design personnel must include: Engineering: Structural, Civil, Hydraulic (including hydrologic analysis, sediment transport, and coastal engineering), Geotechnical, Mechanical, Electrical, Corrosion, Environmental, and Cost Engineering. Scientific & Applied Fields: Hydrologists, Geologists, Architects, Naval Architects, and Surveyors. Geospatial & Technology Specialties: Geospatial Information Systems (GIS) Mapping and Analysis, Drafting via Computer-Aided Design (Autodesk), 3D Modeling CAD consisting of Building Information Modeling (BIM), and Civil Information Modeling (CIM), and professional Project Management. (c) Types of Features & Project Scopes The work may involve existing and new projects at any design stage, involving new or existing structures, including: Hydraulic Structures: Locks, floodgates, floodwalls, levees, navigation structures, drainage canals and structures, pumping stations, and prestressed/post-tensioned concrete structures. Marine Structures: Bulkheads, dolphins, fenders, guide walls, jetties, or shoreline protection. Highway & Infrastructure Work: Roads, ramps, bridges, utility relocations, and buildings (such as warehouses, pump houses, or offices related to the structures above). Risk Reduction & Environmental Projects: Flood risk management, hurricane and storm damage risk reduction projects, non-structural techniques (including elevation), freshwater and sediment diversion projects, environmental infrastructure projects, and other multi-purpose projects. (d) Specialized Civil, Structural, Geotechnical, & Surveying Tasks: The work may involve the following detailed types of related analysis, modeling, and field work: Modeling & Structural Analysis: 3D modeling of buildings, structures, sites, and horizontal construction features; civil/site work design; structural design; planning; program and project management; finite element modeling; frame analysis; pile group analysis; and drainage analysis. Contract Package Development: Development of plans and specifications, Design-Build Requests for Proposals (RFPs), and real estate rights-of-way (ROW) drawings. Field Investigations & Testing: Hazard Toxic Radioactive Waste (HTRW) investigations; architectural treatments; landscaping; performing soil borings and soil testing to determine soil properties; and providing boring logs in accordance with USACE New Orleans District geotechnical criteria. Analytical Calculations & Engineering Evaluations: Developing pile capacity curves; bearing capacity analysis; cantilever retaining or floodwall analysis; temporary retaining structure design; time-settlement projections with lift schedules; soil pressures; seepage and dewatering analysis; stability analysis for levees using Spencer's Method and/or Janbus Method (including reinforced embankments, dikes, and other earthen structures); bank stability analysis; slope stability analysis for revetments, channels, and excavations; stability analysis of floodwalls (T-walls, I-walls, L-walls); downdrag and settlement analysis; numerical modeling; settlement-induced bending moments in piles; and wave equation analysis. Analysis & Monitoring: Water quality analysis; anchored and multi-braced retaining wall analysis; piping analysis; uplift analysis; heave analysis; filter design; relief well design; pile load test monitoring; noise and vibration monitoring; operation and interpretation of data obtained from A-E provided pile driver analyzer (PDA) or static pile load testing; and surveys/aerial photographic coverage to locate features and develop 3D survey information models, instrumentation for stream gaging activities, topographic maps, contour maps, profiles, and sections. (e) Instrumentation & Evaluation: Field and office instrumentation activities will involve: Surveying & Field Data Gathering: Surveying and instrumentation data gathering for specific features of existing civil works structures (e.g., survey cross-sections and profiles, settlement mark readings, joint movement readings, joint alignment readings, and piezometer readings). Surveys may include overbank, horizontal distances, and control data produced and submitted in compliance with New Orleans District survey standards and USACE Engineering Manuals (EMs). Firms must indicate their capability to utilize Global Positioning Systems (GPS), total stations, terrestrial scanners, and digital levels. Data Compilation: Compiling field data into appropriate digital formats for use in various software packages (e.g., Government-provided data collector programs, Government-provided cross-section plotting programs, and Excel spreadsheets with graphics). Drafting & Plotting: Producing CAD and Excel plots and plates from the compiled data. Analysis & Technical Reporting: Analyzing field data and preparing instrumentation evaluation reports containing site photographs and thorough site visit documentation compiled by professional engineers. Device Installation: Installing instrumentation devices such as piezometers, inclinometers, stream gages, and corrosion meters. (f) Levee Safety & Structural Periodic Inspections: Comprehensive planning, mobilization, execution, and reporting for critical infrastructure evaluations, consisting of: Levee Safety Inspections: Detailed systematic technical inspections and evaluations of the safety, stability, and operational adequacy of levees and earthen flood structures. Responsibilities include evaluating original design criteria against lifetime operational changes, compiling pre-inspection brochures, generating comprehensive Inspection Reports, and inputting final inspection data directly into the USACE Levee Inspection System (LIS). Structural Periodic Inspections: Technical evaluations of structural integrity and operational capacity across civil works assets including Navigation Locks, Pumping Stations, Floodgates, Control Structures, Drainage Structures, Floodwalls, Seawalls, Freshwater Diversion Structures, and specialized complex facilities such as the S.A. Murray Hydroelectric Power Station. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria (a) through (d) are primary. Criteria (e) and (f) is secondary and will be used only as tiebreakers among technically equal firms. PRIMARY CRITERIA: (a) Specialized Experience and Technical Competence of the prime firm, joint venture partners, consultants, subcontractors and/or free-lance associates in the type of services specifically indicated in paragraph 2 Project Information above. (b) Professional Qualifications of the key design personnel, including professional registration in engineering, architecture and surveying, available to work on this contract in the following disciplines: Structural Engineering, Civil Engineering, Hydraulic Engineering, Geotechnical Engineering, Mechanical Engineering, Electrical Engineering, Corrosion Engineering, Environmental Engineering and Cost Engineering; Hydrologists, Geologists, Architecture, Naval Architecture, Surveying, Geospatial
