3.0 SCOPE OF SERVICES Contractor shall provide flood hydrology consulting services as it relates to the Commission’s dam safety program and jurisdictional hydropower infrastructure.

By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General). (v) Covered Telecommunications Equipment or Services—Representation.
3.0 SCOPE OF SERVICES Contractor shall provide flood hydrology consulting services as it relates to the Commission’s dam safety program and jurisdictional hydropower infrastructure.
The IP shall include at a minimum: * A description of the methods for use in planning, managing, controlling and reporting on task elements; * A description of the technical approach to be followed for each task; * A description of how tasks shall be scheduled; and * The deliverables. + 1.
The Government will evaluate and award utilizing the best value – trade off to the responsible Quoter whose quotation is **determined to be the best value to the government.** To be eligible for award, Quoter must be determined to be responsive and responsible. **A Quoter with an incomplete submission package or who receives a low confidence in any non-price evaluation factor will be determined ineligible for award.** An award will be made to the responsive and responsible Quoter who provides the best-value solution to the Government.
