GENERAL CONTRACTOR REQUIREMENTS 5.1 Work Area Management − The contractor shall maintain all active work areas in clean, orderly, and safe conditions throughout the project.
DELIVERABLES 8.1 Prior to Mobilization − Written security clearance documentation and access authorization for all contractor personnel − Site-specific Health and Safety Plan (HASP) including heat illness prevention program − Project schedule identifying all major work activities by day, planned utility interruptions, and commissioning dates − Equipment submittals, product data sheets, high-ambient temperature performance ratings, load calculation summaries, and cut sheets for all proposed HVAC units submitted for COR written approval before ordering − Contractor and subcontractor license documentation, insurance certificates, and EPA Section 608 certification for all refrigerant-handling technicians − Utility shutdown and coordination plan identifying all planned outages, duration, and provisions for maintaining facility safety during shutdowns 8.2 During Construction − Field survey report completed within five (5) calendar days of the site survey; documenting existing unit conditions, service sizes, duct conditions, mounting conditions, and any existing deficiencies identified − Equipment order confirmation and lead time notification submitted to COR within five (5) calendar days of equipment ordering − Weekly status updates submitted each Friday to the COR, documenting work completed, upcoming activities, any open issues, and schedule status − Hot work permits obtained from Facility Manager and COR before any open-flame or spark- generating work − Refrigerant recovery documentation completed for each existing unit from which refrigerant is recovered, submitted to COR within 24 hours of each recovery event 8.3 Upon Project Completion − Commissioning reports completed ASHRAE Guideline 1.1 commissioning forms for each new HVAC unit installed; all readings documented and submitted to COR − O&M manuals and warranty documentation - manufacturer's installation, operation, and maintenance manuals for all new equipment; warranty registration completed in the name of the Bureau of Indian Affairs
(End of provision) FAR 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (May 2026 DEV) (a) The Government will not enter into a contract with any corporation that— (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government. (b) The Offeror represents that– (1) It is □ is not □ a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability; and (2) It is □ is not □ a corporation that was convicted of a felony criminal violation under a Federal law within the preceding 24 months. (End of provision) FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Mar 2026 DEV) The Government will evaluate quotes in accordance with the evaluation process outlined in FAR 13.106. (a) The Government will award a firm fixed price purchase order (PO) resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
