(b) In connection with the performance of work under this contract, the Contractor agrees as follows: (1) The Contractor will not engage in any racially discriminatory DEI activities; (2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause; (3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts; (4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and (5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause. (6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C.

REQUEST FOR QUOTE Upgrade of Infectious Hematopoietic Necrosis Virus (IHNV) Genotyping Program, Seattle, WA INTRODUCTION This is a solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12 as supplemented with additional information included in this notice. SMALL BUSINESS SET-ASIDE DESCRIPTION The US Geological Survey (USGS), Western Fisheries Research Center (WFRC), requires services for the upgrade of the Infectious Hematopoietic Necrosis Virus (IHNV) genotyping program as described in the attached Statement of Work (SOW). The USGS requires a base year and one option year. RELEVANT INFORMATION The North American Industry Classification System (NAICS) code 541990 All other Scientific and Professional Services and associated size standard $19.5 million applies to this announcement, along with Product Service Code B516 Special Studies/Analysis - Animal/Fisheries. Most services may be performed remotely from the contractor's location and occasionally at the USGS WFRC located at 66505 N.E. 65th Street, Seattle, WA. QUESTIONS Questions must be sent to elizabeth_adam@ios.doi.gov by Thursday, September 3, 2026, at 10:00am Pacific Time. SUBMISSION OF QUOTES Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at elizabeth_adam@ios.doi.gov. All quote documents required by this solicitation must be uploaded and received in their entirety no later than Tuesday, September 8, 2026, at 10:00am Pacific Time. Quotes submitted by hardcopy or any web portal shall not be accepted or considered EVALUATION OF QUOTES Quotes will be evaluated by Tradeoff. Evaluation factors include Experience, Technical Capability, Past Performance, and Price. See Provision 52.212-2 herein for detailed information. Offerors are to include a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors (see Attachment).
