REQUEST FOR QUOTE Hale Coulee Herbicide Application Bureau of Land Management (BLM) - Montana Lewiston District Office This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation #140L3726Q0175 is issued as a Request for Quotes (RFQ). This RFQ is being issued as a total set-aside for small business. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Description Quantity/Acre Unit of Issue Unit Price Total CLIN 0010 Hale Coulee Herbicide Treatment 167 Acre $ $ Description: The Department of the Interior (DOI), Bureau of Land Management (BLM) Montana, Lewiston District Office (LDO) has a requirement for vegetation management services to minimize the negative impacts of invasive brome species on native plant communities, wildlife habitats, and livestock grazing areas by applying herbicide on up to 167 acres of BLM managed public land. Reduction and/or removal of invasive annual bromes from plant communities reduces competition for available resources and increases the resilience of native plant species. The goal is to restore mid and short grass prairie ecosystems within treated areas by increasing biodiversity and enhancing resiliency on BLM managed public lands over time. Details of this requirement can be found in the attached Performance Work Statement (PWS) and project maps. NAICS: 115310 - Support Activities for Forestry-Fuels Management PSC: F006 - Natural Resources/ Conservation - Land Treatment Practices Period of Performance: August 15, 2027 - October 1, 2027 Location: The Hale Coulee Annual Brome Treatment project is located approximately 10 miles NE from Winnett, Montana and approximately 60 nautical miles from Lewistown Airport, also located in Lewistown. Please see attached maps for further details. ______________________________________________________________________________ The BLM intends to award a firm fixed-price contract resulting from this RFQ using the lowest price technically acceptable (LPTA) source selection method. In order to be considered technically acceptable, the vendor must demonstrate technical capability and capacity to complete the required work in accordance with the PWS and have satisfactory past performance. In accordance with FAR Part 12 (RFO), offerors must include the following information with your quote submission: 1. Technical Capability (Ability to meet the specifications in the SOW - no longer than 5 pages). 2. Relevant Experience (2 projects ongoing or completed in the past 5 years) 3. Pricing Note: Any contractor submitting a quote must be registered and active in the System for Award Management (SAM.gov) at the time of submission and potential award.
