Notice description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a Delivery Order under a Basic Ordering Agreement (BOA) N00019-23-G-0004 to Honeywell International, 1944 E. Sky Harbor Circle Phoenix, AZ 85034 on a sole-source basis for: The Non-Recurring Engineering (NRE) and support required to complete design analysis, conduct the development technical reviews, perform product testing, validation, and verification, and associated product/development documentation for the V-22 Flight Director Panel (FDP). This action is being awarded on a sole source basis to Honeywell in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Honeywell is the Original Equipment Manufacturer (OEM) of the FDP. The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the items. Consequently, Honeywell is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
