The Government reserves the right to reject proposals that are unreasonably low or high in price. • Acceptability: The Government will determine quoter acceptability by assessing the quoter's compliance with the terms of the RFQ, including: o Submission of required documentation (e.g., specifications, photographs, and samples, if applicable). o Quotation was submitted exclusively to ktmcontracts@state.gov . o Solicitation Number mentioned in the email subject line. o Compliance with commodity specifications outlined in Section 1, Performance Work Statement. o Vendor must provide authorization letter from the OEM or authorized dealer • Responsibility: The Government will determine quoter responsibility by analyzing whether the apparent successful quoter complies with the requirements of FAR 9.1, including: o Adequate financial resources or the ability to obtain them. o Ability to comply with the required delivery period, taking into consideration all existing commercial and governmental business commitments. o Satisfactory record of integrity and business ethics. o Necessary organization, experience, and skills or the ability to obtain them. o Necessary equipment, facilities, and inventory or the ability to obtain them. o Compliance with applicable laws and regulations, including possession of required licenses and permits. • Additional Evaluation Items: The Government may also evaluate additional items submitted by the quoter, such as: o Company brochure. o Client list. o Technical proposal (if required). o Financial statement (if required). o Physical samples and photographs of commodities (if required).
