SPECIAL NOTICE INFORMATION: This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 5.1 (Pre-solicitation Notice for Commercial Simplified Acquisition) and RFO FAR 12.201-1(c)(2). 2. CONTRACTING OFFICE & AGENCY: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility 667 Safeguard Street JBPHH, HI 96860-5033 3. SUBJECT & INTENT TO AWARD: In accordance with RFO FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the Simplified Acquisition Threshold (SAT). The Government intends to award a sole-source, firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to: Vendor Name: Wasson ECE Instrumentation Vendor Address: 101 Rome Court, Fort Collins, CO 80524 4. DESCRIPTION & WHY COMPETITION IS LACKING: PHNSY & IMF requires contractor support services to perform the required annual preventive maintenance and repairs on the two Agilent 7890 GC system, including one (1 ea.) Agilent 7697A Headspace autosampler and one (1 ea.) OI Analytical XSDTM 5360 detector. The contractor shall be an authorized current Original Equipment Manufacturer (OEM) approved source capable of performance for Wasson ECE Instrumentation. Contractor personnel must be trained and certified to work on OEM equipment. Unless otherwise specified in the PWS, the Contractor shall provide all necessary resources in the course of performance, which includes, but is not limited to, engineering, cleaning, adjustments, replacement of OEM factory-certified consumables, functional/operational tests, technical support inquiries, basic consumables, and software updates. Under RFO FAR 12.102(a), the Contracting Officer has determined that only one source is reasonably available to fulfill this requirement because of proprietary parts and software. 5. However, all responsible sources who believe they can meet the exact requirements specified above may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any capability statement must include sufficient technical, management, and cost data to demonstrate the vendor's ability to fulfill the exact requirement.
