SPECIAL NOTICE INFORMATION: This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 5.1 (Pre-solicitation Notice for Commercial Simplified Acquisition) and RFO FAR 12.201-1(c)(2). 2. CONTRACTING OFFICE & AGENCY: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility 667 Safeguard Street JBPHH, HI 96860-5033 3. SUBJECT & INTENT TO AWARD: In accordance with RFO FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the Simplified Acquisition Threshold (SAT). The Government intends to award a sole-source, firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to: Vendor Name: Chant Engineering Co. Inc. Vendor Address: 59 Industrial Drive, New Britain, PA 18901 4. DESCRIPTION & WHY COMPETITION IS LACKING: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is seeking sources capable of providing a Manufacturer Trained Certified Technician for on-site corrective maintenance to restore service on one (1) Chant Model 30511 Hydraulic Component Test Stand (HCTS). Contractor to perform corrective maintenance to open up and inspect machine. Contractor to troubleshoot and determine what parts and services are needed to restore operational performance. Contractor to perform Corrective Maintenance to open up and inspect machine HCTS.Contractor to troubleshoot and determine what parts and services are needed to restore operational performance to machine HCTS. The Contractor shall provide on-site diagnostic, troubleshooting, and repair service on the HCTS. The repair shall include any adjustments, modification, parts, and labor required to restore the equipment in accordance with current OEM guidelines. The Contractor shall only authorize a U.S. citizen, OEM trained technician, not a sub-contract technician. Under RFO FAR 12.102(a), the Contracting Officer has determined that only one source is reasonably available to fulfill this requirement because of proprietary software and technical data. 5. SUBMISSION OF CAPABILITY STATEMENTS: This announcement constitutes the only notice of intent. This is NOT a request for competitive proposals or quotes, and no solicitation document exists. However, all responsible sources who believe they can meet the exact requirements specified above may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any capability statement must include sufficient technical, management, and cost data to demonstrate the vendor's ability to fulfill the exact requirement.
