This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contracts terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractors employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. The Contractor shall provide Elevator Modernization for buildings 777, 778, and 901 at Schofield Barracks (SB) and Wheeler Army Airfield (WAAF) Army Installations on the Island of Oahu. Background. SB and WAAF Buildings 777, 778, and 901 are mission-support facilities that rely on vertical transportation systems to ensure safe and efficient movement of personnel, equipment, and daily operational activities. The existing elevators in these facilities have exceeded their intended service of life and no longer meet current performance, reliability, or safety expectations. Aging mechanical components, outdated control systems, and increasing maintenance requirements have resulted in reduced operational availability and higher lifecycle costs. To maintain operational readiness and ensure compliance with applicable codes and Army standards, modernization of the elevator systems is required. This project will restore dependable service, enhance safety, and extend the useful life of the conveyance systems supporting both buildings. Objectives. The objective of this contract is to modernize the existing elevator systems in Buildings 777, 778, and 901 to ensure safe, reliable, and code-compliant vertical transportation that supports ongoing mission requirements at Schofield Barracks and Wheeler Army Airfield. The modernization shall: - Improve Safety Upgrade all safety-critical components and controls to meet current federal, state, Army, and industry standards, reducing risk to personnel and equipment. - Increase Reliability Replace aging mechanical and electrical systems to reduce downtime, minimize maintenance demands, and ensure consistent operational availability. - Enhance Performance Improve ride quality, response times, and overall system efficiency through modernized controls, motors, and operational features. - Extend Service Life Provide upgrades that extend the functional lifespan of the elevator systems and reduce long-term lifecycle costs. - Ensure Accessibility Incorporate features that support compliance with Americans with Disabilities Act (ADA) and other accessibility requirements, improving usability for all building occupants. - Minimize Operational Disruption Plan and execute work in a manner that maintains safe building operations and minimizes impacts to mission activities during construction. A complete quote must be received to be considered for award. Quotes that fail to address all requirements or follow all instructions may not be considered eligible for contract award. A complete quote includes a response and submission to each of the following: 1. General Information: Offeror Business Name, Address, CAGE Code, and UEI number (ensure Representation and Certifications are up to date in SAM.gov). Include Business Size and Type of Small Business based on the applicable NAICS Code, Federal Tax ID, Primary Point of Contact (to include telephone and e-mail address), and payment terms (i.e.net30). 2. Technical Acceptability Submission: The Offeror shall submit, as part of its quote, a technical acceptability narrative not to exceed 10 pages with 12-point font, demonstrating the Offeror's thorough understanding of the scope of work and capability to perform the services outlined in the Performance Work Statement (PWS). The Technical Acceptability Submission should be a single, stand-alone document containing all information necessary for the Government to perform a complete technical evaluation. To facilitate evaluation, this document must be formatted to clearly address each of the technical acceptability subfactors outlined in 52.212-2 and the added addendum to 52.212-2. Offerors may submit pictures, brochures, or other pertinent technical information to demonstrate ability, provided the total narrative does not exceed the 10-page limitation. The submission must include the following items; (Sections 2.a will not count against the 10-page limit for the narrative portion): 2a. Contractor & Key Personnel Certifications: Offerors must provide verifiable possession of all required licenses and certifications (e.g., NAEC Certified Elevator Technician [CET], NEIEP, or equivalent state/federal licenses) required to perform elevator modernization work in compliance with applicable Army, Federal, State of Hawaii, and industry standards described in PWS Section 1.6.8.9, 1.6.8.10 for all proposed Key Personnel and Field Technicians todemonstrate the Offeror's ability to comply with the requirements of the PWS. Failure to provide certified credentials with their quote shall be determined technically unacceptable and ineligible for award. 2b. Technical Approach & Management Plan: A narrative providing reasonable assurance that the firm can meet the stated requirements. The narrative must include: (1) A modernization plan and detailed technical approach of the modernization to execute the requirements of the PWS; and (2) A staffing and management plan demonstrating the firm's capacity to handle the PWS requirements. 2c. Relevant Work Experience: Provide at least two (2) project examples from the last three (3) years that are similar in scope, magnitude, and complexity to this requirement (i.e., elevator modernization services - using Attachment 0001 - Work Experience Reference Sheet). For each project, provide a brief description of the scope, period of performance, total contract value, and a customer point of contact (name, phone, email). The information provided will be used solely to evaluate the Offeror's technical capability as part of the Technical Acceptability factor. This is not a past performance submission for a quality assessment. 2d. Pre-site Visit: Attending the pre-site visit is expected and strongly urged prior to verify site conditions before submitting offers. Past Performance Submission: Quoters are not required to submit past performance information. In accordance with FAR Subpart 9.1 (Responsible Prospective Contractors), the Government will review past performance as part of its evaluation to determine contractor responsibility for award. The Government will consider past performance information, if available, from the web-enabled Supplier Performance Risk System (SPRS) to determine regarding the vendor's past performance history. The Government may also query other internal databases (e.g., CPARS, SAM.gov) at its discretion. 4. Price Quote: The Offeror shall submit complete and accurate pricing for each CLIN listed in the schedule to include the unit price for each line item, and a total price in US Dollars ($). Offerors shall provide complete pricing for all CLINs. 4a. The Offerors shall build in a one (1) year warranty into their pricing structure IAW PWS Section 5.4.1. Partial quotes will not be accepted. 5. SF 1449: The Offeror shall complete and sign the SF 1449 in its entirety, paying particular attention to Blocks 12, 17a, 26, and 30a-c, which must be completed and signed by an authorized representative. All amendments must be acknowledged. Quotes that do not include a properly completed and signed SF 1449, including acknowledgment of all amendments, may be rejected or considered ineligible for award.
