Statement of Work Federal Bureau of Prisons Federal Correctional Institution (FCI) Bastrop, Texas Project # 26Z5AR6 Replace Interior Finish Completed quotes may be submitted electronically via e-mail to l4mitchell@bop.gov. Do not submit multiple quote request. 1. SPECIFICATIONS: A. INTRODUCTION The Federal Correctional Institution at Bastrop, located at 1341 Highway 95 North, Bastrop, TX 78602, has identified four (4) buildings with severe interior damage resulting from prolonged water intrusion caused by long-term roof leaks. The continued moisture exposure has resulted in deterioration of gypsum wall systems, ceiling assemblies, suspended ceiling systems, and wood paneling. These conditions may present unsanitary and potentially hazardous conditions, including the possible presence of microbial growth and other hazardous materials. Abatement is required to protect occupant health and prepare the spaces for future restoration. The Contractor is strongly encouraged to attend the pre-bid site visit identified in the solicitation, to assess existing conditions that may affect performance of contract work. *8/18/2026 - WAGE DETERMINATION FOR BASTROP COUNTY, TX HAS BEEN ADDED IN THE ATTACHMENTS SECTION. **There will be a site visit at FCI Bastrop, 1341 Highway 95 N, Bastrop, TX 77868 on Wednesday, August 26th at 1:00 PM CST. Please do not digitally sign your name on the background check form, a physical wet signature is required. Background check paperwork is due on Thursday, August 20th at 1:00 PM CST. Please have a valid state or federal ID. B. SCOPE OF WORK Awarded Contractor shall furnish all labor, materials, equipment, supervision, and disposal necessary to abate, remove, and properly dispose of water-damaged interior finishes, including materials that may be impacted by hazardous or regulated substances, in accordance with this Statement of Work. C. CONTRACTOR’S REQUIREMENTS 1. The Contractor will be required to comply with all applicable federal, state, and local laws and regulations, including OSHA, EPA, and BOP safety, health, and security requirements. 2. The Contractor shall coordinate work activities with FCI Bastrop staff and or Contracting Officer’s Representative (COR). 3. The Contractor shall assume responsibility for identifying, controlling and properly handling hazardous materials encountered during the performance of this work, as specified herein. 4. Work shall be conducted in a manner that protects staff, inmates, visitors, and adjacent occupied spaces. C.1 Hazardous Material and Environmental Compliance C.1.1 General 1. Due to the age of the buildings and the duration of water intrusion, hazardous materials may be present, including but not limited to: - Mold or microbial contamination -Lead-based paint -Asbestos-Containing Materials (ACM) -Other regulated building materials. 2. The Contractor shall comply with all applicable requirements of OSHA, EPA and any other government regulatory agencies. C.1.2 Mold and Microbial Contamination 1. The contractor shall implement appropriate engineering controls, including containment and negative air pressure with HEPA filtration, when removing materials impacted by mold or suspected microbial growth. 2. Removal shall be performed to a point of clean, sound, and dry substrate. 3. Remaining surfaces shall be HEPA-vacuumed and cleaned in accordance with industry-recognized remediation practices. 4. The Contractor shall take reasonable measures to prevent cross-contamination during abatement. C.1.3 Lead-Based Paint 1. Due to the age of the buildings, painted surfaces disturbed during demolition may contain lead-based paint. 2. The Contractor shall perform work in accordance with applicable OSHA and EPA lead safety standards. 3. The Contractor shall implement appropriate worker protection and dust control measures. C.1.4 Asbestos-Containing Materials 1. The Government has conducted asbestos surveys of suspected building materials within the identified work areas. Testing was performed on materials reasonably suspected to contain asbestos, and the Government maintains documentation of all sampling results. 2. Based on testing performed to date, materials identified for removal under this Statement of Work are not known to contain asbestos. 3. If the Contractor encounters any material that differs from identified building material to be removed, the Contractor shall immediately stop work in the affected area and notify the COR prior to disturbing the material. 4. No material suspected of containing asbestos shall be disturbed, removed, or handled until the COR and FCI Bastrop Occupational Health & Safety Department staff have been consulted. 5. Failure to consult with the COR prior to disturbing questionable material may result in liability for unauthorized disturbance of regulated materials. C.2 CONTAINMENT AND PROTECTION 1. The Contractor shall provide dust, debris, and hazard containment using polyethylene barriers, negative air machines, and HEPA filtration as required. 2. Adjacent occupied spaces, mechanical systems, and finishes shall be protected from contamination. 3. The contractor shall always maintain safe and secure egress routes. C.3 ABATEMENT AND DEMOLIITION REQUIREMENTS 1. Gypsum Wallboard a. Remove and dispose of approximately 23,500 square feet of ½-inch wallboard damaged by water intrusion and potential microbial contamination. 2. Gypsum Ceilings a. Remove and dispose of approximately 5,500 square feet of gypsum ceiling systems, including associated framing and insulation where damaged. 3. Suspended Ceilings a. Remove and dispose of approximately 1,100 square feet of suspended ceiling systems, including tiles, grid, hangers, and supports impacted by moisture. 4. Wood Paneling a. Remove and dispose of approximately 1,200 square feet of water-damaged wood paneling, including furring strips and fasteners. C.3.1 REFERENCE DRAWINGS Attached reference drawings are provided for work requirements and the Contractor’s benefit. The Contractor is encouraged to visit the project work site prior to submitting a bid to confirm existing conditions and measurements of the demolition areas. All waste materials, including potentially contaminated debris, shall be bagged, sealed, labeled, and transported in accordance with applicable regulations. 2. Disposal shall be performed at approved facilities. 3. Waste disposal manifest shall be provided to the COR upon request. C.2 FINAL CLEANING 1. Perform final HEPA cleaning of all work areas. 2. Remove containment systems only after COR approval. 3. Leave all spaces clean and ready for restoration work. D. UTILITIES The FBOP will provide water and minimal electricity service (120V) but may not be in close proximity to the work site for small hand power tools including battery chargers. The contractor will provide all other equipment, supplies and materials needed to complete this project. E. ACCEPTANCE AND CLOSEOUT The Contractor shall notify the Contracting Officers Representative (COR) two (2) working days prior to the final testing and/or certification so that arrangements can be made to have BOP required staff available to observe inspection. A complete plan detailing any required testing procedures must be submitted in advance for final check out and testing of work. F. WARRANTY The Contractor warrants that work performed under this contact conforms to workmanship performed by the contractor or any subcontractor or supplier at any time. F. HOUSEKEEPING AND MATERIAL DISPOSAL The Contractor will be responsible for ensuring the premises are always kept clean and free from accumulations of waste materials and rubbish. The contractor will remove all debris, scrap, and rubbish from the work area daily. Surplus materials and all equipment shall be promptly removed from the site upon completion of the work. The Contractor shall be responsible to remove all debris and waste materials from the job site at FCI Bastrop site upon conclusion and acceptance of the project. These items must be disposed of in accordance with all Federal, State, and local laws. G. SUBMITTALS 1. The contractor shall provide written submittals to the COR describing recommended equipment within (15) days from receiving the notice to proceed, for approval. 2. All security clearance paperwork/documentation shall be submitted to the COR a minimum of (14) working days prior to the start of work. 3. The Contractor shall prepare and provide to the COR for approval, PDF file specifications of all material and products prior to their use. Submittals will be prepared as PDF package and transmit to Government by sending via email. Contractor should also provide three (3) copies of the Safety Data Sheets (SDS) on all materials and substances that may be used during the project. In the event the material is not approved by the Safety Manager, it shall be the responsibility of the Contractor to locate and procure an alternative product. 4. For security and safety purposes, forty-eight (48) hour advance notice in writing, prior to disruption to the system must be given to the Contracting Officer and COR. 5. Provide complete narrative descriptions of all system operations. 6. The contractor shall provide an Installation Certification of the completed and tested systems that contains an affidavit signed by the contractor and manufacturer’s representative, notarized, certifying that the complete systems meet the contract requirements and are fully operational per the manufacturer's recommendations. 7. Any deviations from this Statement of Work will be considered a Change Order Request and must be authorized through the institution’s Contracting Officer prior to the implementation of the requested change. 8. It is the Contractor’s responsibility to repair and/or replace any Government property damaged by contractors/subcontractors’ employees. Damage will be corrected and restored to previous conditions at no cost to the Government. 9. It shall be the Contractor’s responsibility for obtaining all measurements and data requirements to comply with manufacturer’s installation recommendations. All installations must be in accordance with product manufacture’s recommendations. II. CONTRACTOR SECURITY/WORKING REGULATIONS A. Work Hours: 1. Work Hours for the contractor are 7:30 AM – 4:00 PM (see various site work hour clarification below), Monday - Friday, excluding weekends and federal holidays. Any work required to be completed at any other time than noted above must be requested in writing to the COR five (5) working days prior to the start of the work. In the event of any equipment being replaced that would result in downtime of the normal orderly running of the institution, alternate work hours may be authorized in accordance with the time frame stated above. 2. Access to the site will be available during normal working hours except during emergencies. It shall be the responsibility of the Contractor to familiarize himself, his employees, and his subcontractors of the working hours and conditions in at the facility, as working hours may not constitute a full eight-hour workday. The Government assumes no responsibility to the Contractor nor to any of his subcontractors for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines. 3.
