The determination to sole source this requirement was made in accordance with FAR Subpart 13.101(b) and is solely at the discretion of the Government. The United States Secret Service (USSS) intends to award a sole source purchase order to University of Connecticut (UConn). UConn will assist in developing research-based guidance for K-12 schools and provide recommendations for Behavioral Threat Assessment and Management (BTAM) implementation and the evaluation of state policies governing BTAM in schools. UConn will draw upon existing guidance, methods, research, and findings from the field of BTAM and the USSS National Threat Assessment Center's (NTAC) existing canon of work, in addition to other relevant student support programs (e.g., Positive Behavioral Interventions and Supports (PBIS), Multi-Tiered Systems of Support (MTSS)), the field of implementation science, and any available previous efforts to develop metrics for success in behavioral threat assessment and management, targeted violence prevention, evaluation rubrics, and other resources to inform the work. This guidance will facilitate action planning for initial implementation as well as scaling and continued enhancement of BTAM systems at both the school and district levels. The work will result in the preparation of a draft practice guide for K-12 BTAM teams to use when beginning, sustaining, and scaling up implementation of BTAM programs. This acquisition is not greater than the simplified acquisition threshold and will utilize FAR 13 Simplified Procedures for Noncommercial Acquisitions. The anticipated award date is 9/15/2026.
