A. DESCRIPTION This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Billings Area Indian Health Service (IHS) intends to award an IDIQ (Indefinite Delivery, Indefinite Quantity) Contract, Firm-Fixed Price, Non-Personal Service, Contract with a Base Period in response to Request for Proposal (RFP) 75H70926R00002. This RFP is issued as 100% Indian Small Business Economic Enterprises (ISBEE) Set-Aside, and the associated NAICS Code is #518210, which has a small business standard size $40.0. Quoter is required to fill out the attached INDIAN FIRM REPRESENTATION FORM. The Government intends to award to a responsible party whose offer meets the solicitation requirements and provides "Best Value to the Government" based on price and other factors. Offerors must be registered and active in the System for Award Management (SAM) at the time of quotation submission. Award announcement will be made through electronic public notice, via SAM.gov. Quotes must be received via email no later than September 11th 2026, at 1:00 pm MDT. B. REQUIREMENT Revenue Enhancement Services shall be provided to the following Indian Health Service (IHS) facilities in Montana: Blackfeet Service Unit, PHS Indian Hospital, Browning, Montana; Crow Service Unit, PHS Indian Hospital, Crow Agency, Montana; Fort Belknap Service Unit, PHS Indian Hospital, Harlem, Montana; Fort Peck Service Unit, PHS Indian Health Centers, Poplar & Wolf Point, Montana; Northern Cheyenne Service Unit, PHS Indian Health Center, Lame Deer, Montana. See Statement of Work (SOW) attached. The period of performance will be 12 months. See Attachment - B01- SOW Revenue Enhancement Service IDIQ GUARANTEED MINIMUM: The Government guarantees a minimum of $1,500.00 under the contract. The guaranteed minimum applies to the contract as a whole, not to each individual CLIN, and may be satisfied by issuance of one or more task orders against any CLIN. IDIQ MAXIMUM: The total aggregate value of all orders issued under this contract shall not exceed $3,800,000.00. Alternative Line Item Structure Quoters may propose an alternative line item structure when the line items identified in this RFP do not align with the quoter's customary commercial practices, delivery structure, or invoicing practices. Any proposed alternative structure should clearly map to the Government's requirements and identify any resulting changes to quantities, units of measure, pricing, delivery, or invoicing. The Government may accept or reject a proposed alternative line-item structure in whole or in part. Quoters should also provide pricing using the RFP's requested line-item structure unless the Government expressly authorizes otherwise.
