Description of Requirements The contractor provides safeguards and security (S&S) technical and administrative support services. These services assist the Office of Safety and Security (OSS), the Consolidated Service Center (CSC), and the Oak Ridge Office of Environmental Management (OREM) in Oak Ridge, Tennessee. The contractor performs the following core tasks: Audit and Survey Support: Conducts on-site S&S compliance surveys, audits, and self-assessments. Access Vetting and Credentials: Processes approximately 11,000 active access authorizations, evaluates public trust cases, and issues badges/credentials under HSPD-12 and Trusted Workforce 2.0 standards. Information and Technical Protection: Reviews documents for derivative classification, declassification, and Unclassified Controlled Nuclear Information (UCNI) parameters. Supports Controlled Unclassified Information (CUI), Operations Security (OPSEC), and Technical Security (COMSEC, TSCM, TEMPEST) programs. Budgeting and Metrics Formulation: Implements activity-based costing models, reviews budget data submissions, and tracks security performance metrics. Industrial Security Support: Analyzes Foreign Ownership, Control, or Influence (FOCI) submissions and updates facility clearances in the SSIMS database. NOTE: Quotes/proposals are not required, and will not be accepted for this sources sought, but a capability statement may be sent in. The Department of Energy (DOE) Office of Science (SC) requires a single contractor to provide security support services for the Office of Safety and Security (OSS), the SC Consolidated Service Center (CSC), and the Oak Ridge Office of Environmental Management (OREM). The work location is in Oak Ridge, Tennessee. The mission of the support service contractor is to provide an array of site-wide security support functions that support Safeguards and Security (S&S) responsibilities in a secure environment protecting critical national security assets. S&S support services must be both effective and efficient. An effective system is robust, resilient, adaptive, and consistent with the changing mission needs. An effective system also must support multiple S&S programs with responsibilities for the protection of multiple facilities and sites with operations ranging from supporting open collaborative science research to protection of classified matter and Category I- IV Special Nuclear Material (SNM). An efficient system operates at reasonable cost and imposes minimal burdens on the organizations carrying out primary missions at the facilities. Therefore, the objectives of this contract are to provide skilled and trained personnel to perform an array of support services to assist the OSS in the execution of the S&S mission. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690. THIS SOURCES SOUGHT SYNOPSIS IS FOR INFORMATION PURPOSES ONLY. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The Government is under no obligation to award a contract as a result of this announcement.
