Combined Synopsis/Solicitation for Lackland Laundry & Linen Services Solicitation Number: HT9408-26-Q-E029 Agency: Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - South (HCD-S) Classification Code: S209 - Housekeeping - Laundry/Drycleaning NAICS Code: 812320 - Drycleaning and Laundry Services (except Coin-Operated) Set-Aside: 100% Small Business (SBA Size Standard: $8.0 Million) Response Due Date: September 17, 2026, 12:00 PM Central Standard Time Place of Performance: Services will be performed for the Wilford Hall Ambulatory Surgical Center (WHASC) and other outlying clinics at Joint Base San Antonio (JBSA) Lackland and JBSA Randolph, Texas. Description of Services: The Defense Health Agency is seeking a contractor to provide all necessary personnel, equipment, supplies, facilities, and transportation for non-personal, medical-grade bulk laundry and dry-cleaning services. This is a competitive follow-on to Blanket Purchase Agreement (BPA) HT940823A0002. The required services include, but are not limited to: Bulk medical laundry processing, sorting, and delivery. Microfiber laundry services. Special item laundry services for non-standard clinical linens and lab coats. Specialized stain wash services for heavily soiled linens. Veterinary laundry services, kept separate from human clinical linens. Bulk laundry services for the JBSA Randolph Clinic. The contractor must adhere to strict quality control, infection control, and transportation standards, including guidelines from the CDC, OSHA, and the Healthcare Laundry Accreditation Council (HLAC). This includes maintaining specific air pressure boundaries in processing facilities and following sanitation protocols for transport vehicles. The Government will award a single, Firm-Fixed-Price contract. The award will be made to the responsible offeror whose proposal is compliant, receives a "Pass" for Technical Capability, and represents the Best Value to the Government based on a comparative tradeoff between Past Performance and Price. Future Scope Adaptability: Please note there is a future possibility of adding laundry and linen services, increasing linen volumes, or including additional outlying clinics/facilities within the 59th Medical Wing's area of responsibility via bilateral modification.
