1.0 DESCRIPTION The Department of the Air Force (DAF), Portfolio Acquisition Executive for Command, Control, Communications, and Battle Management (PAE C3BM), Operational Response Team (ORT) is issuing this Request for Information (RFI) / Sources Sought Synopsis to conduct market research and identify potential sources capable of providing highly specialized Principal Multi-Domain Command & Control (MDC2) Subject Matter Expertise (SME) support. 2.0 REQUIREMENT OVERVIEW The primary objective of this effort is to facilitate the seamless tactical integration of Common Operating Picture and Common Tactical Picture (COP/CTP) architectures into the tactical edge of the Department of the Air Force Battle Network (DAFBN) and Advanced Battle Management System (ABMS). The Government is seeking industry capabilities regarding Principal MDC2 SMEs with a minimum of 10 years of extensive background in: Space superiority C2 systems (e.g., Kronos) and integrated space coordination (DARPA ABII). Priority kill-chain constructs across rapid acquisition (Space RCO), missile defense, and national intelligence. Development of GEO Rendezvous and Proximity Operations (RPO) planning tools. Multi-source sensemaking, automated Course of Action (CoA) generation, and on-orbit edge processing (Nebula/Space Cloud). Security Requirement: This effort requires personnel to possess active Top Secret (TS) clearances with Sensitive Compartmented Information (SCI) eligibility, the ability to be read into Special Access Programs (SAPs), and access to an ICD 705 accredited facility. 3.0 IMPORTANT NOTE TO INDUSTRY (CROSS-REFERENCE) The Government is concurrently releasing a separate RFI for Tactical Aviation SME Support. This specific notice is strictly for the Principal MDC2 SME (Space/Orbital C2) requirement. Please ensure you are reviewing the correct PWS and responding to the correct notice. 4.0 ATTACHMENTS Interested vendors must review the attached documents for full requirement details and submission instructions: Attachment 1: Request for Information (RFI) Attachment 2: Draft Performance Work Statement (PWS) 5.0 SUBMISSION INSTRUCTIONS This is an RFI only. This does not constitute a Request for Proposal (RFP) or an indication that the Government will contract for the services discussed. All information submitted is strictly voluntary. Responses shall follow the formatting, page limits, and instruction guidelines detailed in Attachment 1 (RFI).
