Actions Required by Applicants/Recipients and/or Offerors/Contractors at application/proposal submission. (a) In accordance with AFRLI 61-113, S&T Protection, Applicants/Recipients and/or Offerors/Contractors are required to submit the following documentation with their application/proposal: (1) Grant or Cooperative Agreement (CA)application: (i) Standard Form 424, “Research and Related Senior and Key Person Profile (Expanded) (See Appendix 1) AND; (ii) Security Program Questionnaire (See Appendix 2) AND; (iii) “Privacy Act Statement” consent form for each Covered Individual that is also signed by the Applicants/Recipients as that Individual’s Sponsor. (See “Covered Individual” section below, and Appendix 4) (2) Contract or Other Transaction Agreement (OTA) proposals: (i) Research and Related Senior and Key Person Profile Worksheet (See Appendix 3) AND; (ii) Security Program Questionnaire (See Appendix 2) AND; (iii) “Privacy Act Statement” consent form for each Covered Individual that is also signed by the Applicant/Recipient as that Individual’s Sponsor. (See “Covered Individual” section below, and Appendix 4) (3) In the event a security risk is identified, and the Government has determined the security risk exceeds the acceptable threshold, the Applicant/Recipient and/or Offeror/Contractor will be notified and informed of the decline of award.

Broad Agency Announcement Decision Advantage Sprint for Human-Machine-Teaming (DASH) events provide support for ABMS Transformational Model Battle Management and an opportunity to learn about and explore many different AI/autonomy approaches for Battle Management. Furthermore, the events aim to ensure warfighter involvement in the development of AI/autonomy and further identify areas where autonomy would help a Joint All-Domain (JAD) Battle Manager. The teams also hope to make connections with industries that are also working on Battle Management autonomy functions. Each event will have a Request for Proposal (RFP) issued with details. Submitted proposals should reflect an understanding of the decision function, describe the potential product solution, and address coverage of the technical requirements by the potential solution. As part of "understanding of the decision function", include an unclassified military use case (short vignette) that demonstrates the company's/party's understanding the decision function.
