This is a combined presolicitation/solicitation for commercial SERVICES in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 12.202(b)(1), as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued. Solicitation number FA4600-26-Q-0119 is issued as a Request for Quotation (RFQ) for programming the Human Machine Interface (HMI) to allow manual implementation of Island Mode for the power (i.e. removing B1000 from commercial power), upgrading the Master Programmable Logic Controllers (PLCs) to latest hardware and software. The services required include upgrading reprogramming the HMI and the underlying PLC logic, upgrading hardware, testing and documenting field tests of new logic, correcting local/remote indicator lights, and developing, documenting, and providing system restoration software/hardware/licenses and recovery implementation methods needed to back up and restore the power controls system. This acquisition is not set aside for a small business concern under NAICS 561210, NAICS Facility Support Services. This solicitation incorporates provisions and clauses by reference. Lack of a SAM registration will make an offeror ineligible for award. APPLICABLE LABOR LAWS This solicitation is subject to the Service Contract Labor Standards RFO 52.222-41 and the current wage determination, Service Contract Act WD #2015-5005, Revision 29, Revised on 12 August 2026. The most updated wage determination can be found at https://sam.gov/wage-determinations. SITE VISIT A site visit will take place on Wednesday, 9 September 2026 at 9:00 AM local time. The attached EAL form will need completed and returned by COB, Thursday 3 September. Base access is not guaranteed. QUESTIONS DUE DATE AND TIME All questions concerning this solicitation shall be sent in writing to the Contracting Office by 14 September 2026, 11:00 AM CDT. Answers to all questions will be posted via amendment to www.sam.gov as soon as readily available.
