Contractor mark-ups or profit are not allowable on the actual material costs purchased via the Tier I contracts; therefore, the proposal submission must break down costs utilizing the mandatory CLIN structure outlined in the solicitation package. All interested parties are encouraged to review the attached solicitation and SOW and respond accordingly.The contractor shall accomplish the complete removal and disposal of existing flooring, prep all surfaces, and install new flooring in designated offices of the AFNORTH building located on Tyndall Air Force Base, FL, in accordance with the attached Statement of Work (SOW). The successful offeror must complete all work within 90 calendar days from the date of contract award. Effective 18 January 2023, all carpet procurement and installation services at Air Force CONUS installations must comply with the Mandatory Air Force Carpet II Program. Contractors (Tier II) must contact one of the seven (7) awarded Tier I Carpet Manufacturers to obtain material quotes using the Air Force Carpet Program Ordering Guide. This program strictly governs modular carpet tiles, roll goods, walk-off tiles, and approved adhesives. The physical installation will be managed and executed by local contractors. Contractor mark-ups or profit are not allowable on the actual material costs purchased via the Tier I contracts; therefore, the proposal submission must break down costs utilizing the mandatory CLIN structure outlined in the solicitation package. A site visit is scheduled for 19 August 2026 at 10:00 AM CST at the AFNORTH building. While attendance is not mandatory, it is highly recommended.
