This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 1. The solicitation number is FA486126Q0025. This solicitation is issued as a Request for Quote (RFQ). A Firm Fixed Price type contract will be awarded. 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026. 3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 541330- Engineering Services, Small Business Size Standard $25.5M. 4. Offeror's shall provide a completed Price List (see "Attachment 2 - Price List"). Below is the contract line-item number (CLIN) breakdown: CLIN 0001 - Fire Sprinkler Testing - Buildings 10707, 10432 & 10440 in accordance with the performance work statement (PWS). 5. DESCRIPTION OF SERVICES: The Contractor shall provide all design, labor, equipment, material, transportation, administration, supervision and all else necessary to perform all operations in connection with successfully completing this project; RKMF 260070 CERTIFY FIRE SUPPRESSION SYSTEM MULTI FAC at Nellis AFB, Nevada. This project shall provide testing, analysis, and certification of the fire suppression system for the newly constructed Hydrazine Fuel Storage & Servicing Facility Building 10707, Building 10440 F-35 Munitions, and Building 10432 F-35 Munitions. PLEASE SEE "Attachment 3 Performance_Work_Statement__Fire_Suppression_Certification - CAO 25AUG26" FOR MORE INFORMATION. 6. Period of Performance: 22 September 2026 - 21 November 2026. 7.
