PRESOLICITATION NOTICE - NOTICE OF INTENT TO AWARD SOLE-SOURCE Gas Analysis Services Technical Operations Need (GASTON) Notice Type: Presolicitation Notice / Notice of Intent to Award a Sole-Source Follow-on Contract Action Code: Services - Testing Laboratories NAICS Code: 541380 (Services - Testing Laboratories) Product Service Code (PSC): H299 (Equipment and Materials Testing) Anticipated Solicitation/Contract Number: FA702226R0006 Anticipated Award Date: 15 November 2027 1. NOTICE OF INTENT The Air Force Technical Applications Center (AFTAC), Nuclear Treaty Monitoring (TT) Directorate, Patrick SFB, Florida, Contracting Office AMIC DET 2 OL/PKA intends to solicit and negotiate a sole-source, follow-on IDIQ contract with Linde Special Projects, LLC (also operating as Linde Services LLC / Linde LLC) for specialized Atmospheric Gas Analysis Services. The contract will support the Gas Analysis Services Technical Operations Need (GASTON) program. The statutory authority for this noncompetitive acquisition is 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), as implemented by RFO 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). 2. TECHNICAL SUMMARY The contractor will be required to provide high-precision laboratory analytical services and research and development (R&D) support, including: Routine Sample Analysis: Gas chromatograph element assays on approximately 9,400 whole air samples annually with ?10% measurement uncertainty. Separation and Assays: High-purity separation (?99.9%) of noble gas and VOC fractions, followed by Geiger-Mueller (G-M) radiometry and Liquid-Scintillation (L-S) beta spectrometry radioassays under strict accuracy, timing, and quality-assurance controls. Engineering and GFE Maintenance: Custom software/hardware development, operations, calibration, and maintenance of specialized Government-Furnished Equipment (GFE). 3. MANDATORY CRITICAL QUALIFICATIONS Any potential source must meet the following restrictive requirements: Licensing: Possession and maintenance of an active US Nuclear Regulatory Commission (NRC) Radioactive Materials License (or agreement state license/permit) for the analytical facility. Security: Maintenance of a secure, active SECRET-rated facility cleared in accordance with DOD 5220.22-M (NISPOM), with personnel holding active final SECRET clearances eligible for access to Critical Nuclear Weapon Design Information (CNWDI) and Restricted Data (RD). 4. SUBMISSION OF CAPABILITY STATEMENTS This notice of intent is not a request for competitive proposals, and no solicitation package is available. However, in accordance with the RFO Overhaul framework, all responsible sources may submit a capability statement, which the agency will consider. Firms that believe they can fulfill these requirements without unrecoverable duplication of cost or unacceptable national security mission delays must submit a written capability statement. Submissions must include: Company Name, Address, CAGE Code, UEI, and Business Size. Direct proof of active US NRC Licensing. Verification of active cleared SECRET facility status and cleared staff (CNWDI/RD). Technical narrative demonstrating capacity to meet the GASTON performance work statement metrics.
