The International Narcotics and Law Enforcement Affairs Office (INL) in Bogota has a requirement for GRAYKEY MOBILE LICENSE RENEWAL (BRAND NAME) for Colombia. All interested sellers should submit the quotations according to the attached INL_RFQ-PR16175580 no later than September 14, 2026 at 4:00 pm via e-mail to AlejoA@state.gov and BogotaINLSolicitation@state.gov. No quotations will be accepted after this time. This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued. To be considered for award, please follow the instructions included in Section 3 of the INL-RFQ Document. ***Also attached is a NOTICE OF INTENT and justification to award a brand-name procurement action as follows: Product Service Code: DE11 - software licenses for mobile NAICS Code: 517112 - Wireless Telecommunications This procurement action is being conducted in accordance with the statutory authority of FAR Part 6.302-1, which states that only one brand-name and no other will satisfy Embassy Bogota requirements. Interested parties that consider themselves capable of satisfying the Government's requirements described herein are invited to submit a capability statement demonstrating their qualifications and ability to perform the required services. Capability statements shall be submitted in writing via email to Andres Alejo at AlejoA@state.gov. Responses must be received no later than 4:00 p.m. (Bogotá, Colombia Time) on September 14, 2026. Responses received after the specified date and time may not be considered.
