The Naval Air Systems Command (NAVAIR), Program Office, PMX-201, Patuxent River, Maryland, intends to enter into a sole source negotiation and subsequently award a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to Northrop Grumman Systems Corporation - Defense Systems (NGSC-DS), Rocket Center West Virginia, for the follow-on production of the FMU-139D/B Fuze System; FMU-139D(D-1)/B Fuze Assembly, Inert; FMU 139D(D-2)/B Inert Load Crew Training Fuze System; FMU 139D(D-5)/B Inert Cut Away Fuze; FZU-48A/B Bomb Initiator; Power Cable; Closure Ring, Dunnage, Cable Covers; and associated Data. NGSC-DS is the sole designer, developer and manufacturer of the qualified FMU-139D/B Fuze system, and as such is the only company that has the requisite knowledge, production tooling, facilities and technical data necessary to meet this requirement. NGSC-DS is the only contractor with the Technical Data Package to meet the Government's requirements. A complete Technical Data Package is planned to be finalized and approved by 1st quarter 2030. In accordance with FAR 6.103-1(c)(2)(i)), award to any vendor other than NGSC-DS would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This requirement will be procured in accordance with FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. However, responsible, interested parties may identify their interest and capability by responding to this notice. Any interested in subcontracting opportunities should reach out to the prime contractor identified above. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
