The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a fixed price contract with L3Harris Technologies. This contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the AN/ALQ-214 On-Board Radio Frequency (RF) Electronic Countermeasure System. Orders under this contract will obtain engineering and technical services, logistics support, and related supplies. This contract is planned to contain a total ordering period of five years and is intended to satisfy requirements for Fiscal Year (FY) 2028 through FY2032. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." L3Harris Technologies is the only contractor who possesses the manufacturing technology, infrastructure, capacity, and platform qualifications to complete all requirements detailed in the related Sources Sought Notice posted to SAM.gov on 07 August 2026. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Information received will be considered solely for the purpose of determining future competitive opportunities for this requirement.
