The Naval Air Systems Command (NAVAIR) and the Royal Australian Air Force (RAAF), Portfolio Acquisition Executive (PAE) Aviation (A), Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290) intends to award a contract on an other than full and open competition basis with The Boeing Company (Boeing), Seattle, WA. The anticipated contract is for the required effort to procure Horizontal Stabilizer Production Kits (H-STAB) for the P-8A Poseidon's platform. Boeing is the sole designer, developer, and manufacturer of the P-8A aircraft. NAVAIR plans to procure nine (9) H-STAB kits to be delivered between FY27 and FY28. This action shall be procured pursuant of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Boeing is the sole designer, developer, and manufacturer of the P-8A aircraft, possessing the detailed knowledge required to perform the updates and retrofits in a timely and cost-effective manner.
