The Naval Air Systems Command (NAVAIR) intends to negotiate and award a modification to an existing Delivery Order issued under Basic Ordering Agreement (BOA) N001924G0004 with L3 Technologies Inc., 2235 Monroe ST FL 3 Herndon, Virginia 20171-2824, United States for the procurement of Acoustic System Performance Estimate Computer Tool (ASPECT) software development to support additional ASW platforms. The effort will include issue resolution, upgrade/improvement, and maintenance of the existing airborne Anti-Submarine Warfare (ASW) fleet product. The modification will also provide for the development, testing, deployment, and sustainment of engineering solutions in support of United States Navy (USN) ASW tactical planning and employment under PMA-264. The proposed contract action identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.103-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." L3 Technologies is the Original Equipment Manufacturer (OEM) of ASPECT and is the only supplier that has the requisite knowledge of ASPECT ASW fleet product sufficient to develop modifications and integrate improvements to the ASPECT system. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirements described herein. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may, however, identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action is solely at the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail or to the attention of Cat Kaler, Contract Specialist, or Samantha Lysaght, Procuring Contracting Officer using the contact information provided with this synopsis. However, the Government will consider all responses received within fifteen days after the publication date of this synopsis.
