Naval Surface Warfare Center (NSWC), Crane Division, intends to award the first Job Order (JO) under the sole source Basic Ordering Agreement (BOA) N0016426GMP02. The BOA will be issued to The Boeing Company (Boeing), 460 Herndon PKWY, Herndon, VA 20170-5278. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory 10 U.S.C. 3204 (a)(1) as implemented by FAR 6.301-1). The basis for restricting competition is that the Original Equipment Manufacturer (OEM), Boeing, is the only one that possesses required skills, software documentation, test fixtures and stations, quality and performance acceptance test procedures experience, and technical data necessary to directly manufacture and produce the hardware wall subscription and licenses needed under this action. Additional bases were unacceptable delays in fulfilling agency requirements through any other source, and duplicative costs to the Government that are not expected to be recovered through competition. As a result of this JO, the overall ceiling for BOA N0016426GMP02 will remain unchanged. The JO is in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA) Anti-Surface Warfare Signal Intelligence (ASW SIGINT) for the procurement of assemblies with hard drives and licenses. Procurement will be 10 Cross Domain Hardware Walls, 20 Licenses, 20 Subscriptions, 10 hard drives (alpha/bravo), 10 hard drives (charlie/delta), and 10 hard drives (echo/foxtrot). The anticipated delivery terms for this acquisition will be FOB Origin. Inspection and Acceptance is anticipated to be at the Source. A request for proposal will not be made available through Sam.gov. The request for proposal will be provided to Boeing through electronic email. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 12, Acquisition of Commercial Products and Commercial Services. The anticipated contract action award date is 31 December 2026. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by agency.
