Scope

Piece parts and materials shall be handled with strict accountability according to the applicable NRL policies for Government Furnished Property (GFP). # Computer Software and Hardware The Contractor shall provide computer and information technology (IT) services limited to IT requirements related to taskings within this statement of work for NCST government computers and networks.

Deliverables

This effort shall include: (i) providing visibility of actual versus planned performance, (ii) providing early detection/provision of engineering development problems requiring management attention, and (iii) providing an independent assessment of the impact proposed changes and alternatives will have on the program. # Scheduling and Reporting The Contractor shall provide the necessary skills to assure that contractor efforts performed to meet the tasks described by this SOW are conducted in concert with NRL and contractor efforts, and that program tasks are completed on schedule, use only allocated resources, and are in accordance with established system and design specifications. # Documentation Administration The Contractor shall plan, direct, and coordinate program documentation activities to assure these activities are compatible with technical and programmatic goals.

Submission

Contractor personnel, who require access to Secret information, must have a favorably completed Tier 3 investigation and a final Secret clearance prior to proposal submission.

The Spacecraft Engineering Division at the Naval Research Laboratory (NRL) requires contractor support in the field of space system and aerospace engineering and technical services. The contractor will provide personnel, supplies, materials, equipment, and administration, and will provide the engineering research and development required to develop, document, maintain, and enhance NRL space systems / subsystems, communication systems, tracking systems, and other related equipment and systems. The place of performance is Washington, DC. See attached draft statement of work and associated attachments. NRL is posting a Request for Information (RFI) and seeking potential sources for planning purposes only. This notice is not a formal Request for Proposal (RFP). No awards will be made from the responses to this announcement. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Inquiries for additional information other than that provided herein will receive no response. Previous Effort: This action is a re-compete to previously awarded NRL contract No. N00173-22-C-6002, awarded to KBR Wyle Services, LLC. Objective: The Naval Research Laboratory's (NRL) Spacecraft Engineering Division is inquiring potential sources that are capable of providing the requirements outlined in the attached draft Statement of Work. Contractor Response: This is an initial posting related to this potential requirement. The intent of this Source Sought is to gauge industry interest, small business interest, capabilities and relevant experience to support NRL personnel in performing the task areas listed above. A small business set-aside decision may be made as a result of the responses to this RFI. A draft Statement of Work is immediately shared for potential sources review and consideration when reviewing this posting and completing their Capability Statement. If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information in the form of a Capabilities Statement: Business name and address; Name of company representative, business title and email; Telephone number, address, and e-mail address of POC Large or Small Business Size and Type of Small Business (if applicable); Cage Code; UEID Number; Interested businesses should submit a brief Capabilities Statement package (no more than ten pages) demonstrating its ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable. Submission of Information: All information and data received in response to this posting marked or designated as corporate or proprietary information will be protected as such. Please include this notice number on all documents and email correspondence. Classified Material shall not be submitted.
