This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number N32253-26-Q-0067 is issued as a request for quotation (RFQ) for a Bi-Directional Amplifier (BDA) System Upgrade and Monthly Scheduled Preventative Maintenance, Repair, Calibration and Remedial Service This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific. Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) is seeking a contractor to provide to provide a system upgrade of antennas, splitters, and associated cabling across Drydocks 1, 2, 3, and 4, and their associated Pump wells and also to provide a Manufacturer Trained and Certified Technician for the continuous operational maintenance service support for the BDA Systems, which includes responding to all trouble calls within (2) business days notice and performing monthly scheduled preventative maintenance, repair, calibration and remedial service, with an inspection report of work performed as stated in the performance work statement. The tentative period of performance for this service is 30 September 2026 to 29 September 2027, with an additional four (4) option years and an additional six (6) month option period. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811210 - Electronic and Precision Equipment Repair and Maintenance and the small business size standard is $34,000,000.00. The Product Service Code is J059 - Maintenance, Repair and Rebuilding of Equipment: Electrical and Electronic Equipment Components. The proposal must contain sufficient details so that it may be evaluated in accordance with the PWS and comply with the period of performance set forth in the solicitation. Itemized Price Breakdown - Provide an itemize price breakdown of the quote that clearly and concisely describes and defines the contractor's response to the requirements contained in the solicitation. Travel costs including airfare, lodging, rental car, and per diem, shall be included. Travel shall be in accordance with current Department of Defense (DoD) Joint Travel Regulations and Federal Acquisition Regulations (FAR) 31.204-46.
