3.0 SCOPE OF NEXT GENERATION TRANSPORTER INITIAL UPGRADE 3.1 Overview 3.1.1 The Contractor shall support replacement/upgrades of a subset of current NGT electronic systems through NGT electronics and software system design, development, testing, verification and validation and production activities with compliance with NGT system requirements, as outlined in key sections of the System Requirements Document (SRD) 3.1.2 The Contractor shall support system level integration activities, including testbed integration and coordination with NGT system design and production entities 3.1.3 The Contractor shall develop an electronics testbed with Government Furnished Equipment (GFE) and/or emulators 3.1.4 The Contractor shall provide system operation and maintenance support for NGT troubleshooting calls for diagnostic support and trouble call tracking 3.1.5 The Contractor shall provide Q-cleared or L-cleared personnel and a Top Secret or Secret facility clearance level to conduct classified design, development, testing, verification and validation and production activities 3.1.6 The Contractor shall assist in technology maturation activities, including electronics and software architecture refresh and continuous improvement for implementation into future NGT block upgrades 3.1.7 The Contractor shall incorporate and apply Systems Engineering principles throughout the development and production lifecycles 3.1.8 The Contractor shall conduct design, development, production and operational integration activities in accordance with the Contractor developed Safety Plan and Quality Control Plan 3.1.9 The Contractor shall comply with and implement cybersecurity principles and requirements as specified in the DOE Cybersecurity Program, the NNSA Baseline Cybersecurity Program, the National Institute of Standards and Technology (NIST) Risk Management Framework for Information Systems and Organizations (NIST SP 800-37 Rev.
Deliverables
The Contractor shall: Page 6 of 10 4.4.1 Have readily available personnel to support OST missions 4.4.2 Support a centralized trouble call process to receive, track and resolve issues 4.4.3 Perform trouble call support activities which include: (1) logging, categorizing and prioritize all calls from users; (2) providing first level investigation and problem diagnosis; (3) resolving trouble calls; and (4) communicating and coordinating with stakeholders the trouble call resolution, potential impacts and risk assessments 4.4.4 Provide trouble call analytics to facilitate predictive maintenance measures, including monthly reporting on trouble calls with resolution 4.4.5 Provide quarterly trouble call trend analysis 4.4.6 Provide, as required, in-person support for troubleshooting and integration activities 5.0 DELIVERABLES AND DELIVERY SCHEDULE Reports are due as identified in the contract’s Section J, Data Requirements List/Data Requirement Description (DRL/DRD).
Evaluation
Program and project management activities shall include, but are not limited to: 4.3.1 Perform requirements analysis and engineering activities to include configuration and change management activities for hardware/software 4.3.2 Implement robust requirements tracking and traceability to ensure alignment with the SRD 4.3.3 Develop requirements documentation to assess specific systems or capabilities and to direct, manage, and assess the design, development, and implementation of a new module or modifications and/or enhancements to an existing module, supporting the technology maturation and block upgrade approach 4.3.4 Provide all requirements documentation to the Government 4.3.5 Develop measurable, traceable and testable functional requirements based on mission needs and identify non-functional requirements such as scalability, interoperability, maintainability, and portability 4.3.6 Develop accurate and measurable criteria that support test and evaluation of hardware/software performance, validation requirements were met and traceability of requirements to the SRD 4.3.7 Ensure modules comply with cybersecurity requirements and technical specifications outlined in the SRD 4.3.8 Perform financial management, project reporting, quality controls, quality assurance, records management, logistics, and property management activities 4.3.9 Perform schedule management, provide monthly schedule activity reports and schedule submissions 4.3.10 Provide integration support activities across NGT system 4.3.11 Be compliant with standard environmental safety and health standards 4.4 Task Area 4 – Trouble Call Support The Contractor shall provide trouble call support for diagnostics of the Contractor produced hardware/software.
