Purpose and Scope of Work The Mission and Installation Contracting Command (MICC), in coordination with the 20th Engineer Brigade, is seeking capable commercial vendors and authorized resellers able to provide the MedBridge Essentials Platform (or Equal) Commercial-Off-the-Shelf (COTS) Software-as-a-Service (SaaS) subscription and technical support services. The requirement directly supports the 20th Engineer Brigade's Holistic Health and Fitness (H2F) Human Performance Program at Fort Liberty, North Carolina, delivering an enterprise digital platform for clinician education, rehabilitation exercise prescription, patient monitoring, and athlete data synchronization. A. Core Technical Requirements Learning Management System (LMS): Access to at least 2,500 accredited Continuing Education (CE) courses, specialty board certification preparation tracks, live webinars, and real-time staff progress/compliance tracking. Home Exercise Programming (HEP): Access to a searchable clinical library of over 8,000 evidence-based exercises with customizable prescription capabilities for Soldiers. Patient Engagement & Mobility: Native mobile applications and web portal for clinician assignment and Soldier tracking, including patient-reported outcome measures. Enterprise Integration: Direct compatibility and support for Single Sign-On (SSO), Electronic Medical Record (EMR) integration, HR synchronization, and open API data export to Brigade Athlete Management Systems. System Availability: 24/7/365 continuous operational access with dedicated onboarding and technical troubleshooting support. Place of Performance: Remote SaaS access with technical support coordination for the 20th Engineer Brigade, Fort Liberty, NC 28310. B. Contract Structure & Performance Parameters Contract Type : Firm-Fixed-Price (FFP) Base Period: 12 Months from Date of Award Option Periods: Four (4) consecutive 12-month option periods C. Capabilities Questionnaire Interested commercial firms and GSA schedule holders must submit a Capability Statement demonstrating their ability to satisfy the Government's requirement. Submissions must address the following areas: Corporate & Contract Information Company Name, Physical Address, and Website Unique Entity Identifier (UEI) and CAGE Code. Socioeconomic Business Size standard under NAICS 513210 / 518210 (e.g., Small Business, SDVOSB, WOSB, 8(a), HUBZone, or Large Business). Point of Contact (Name, Title, Phone, Email). Technical Capability & Platform Features Confirm your company can provide the MedBridge Essentials Platform solution meeting all salient characteristics defined in Section A. Confirm the platform includes an active library of 2,500 accredited CEU courses and 8,000 customizable exercises. Detail platform integration capabilities (SSO, EMR compatibility, and open API data export to Athlete Management Systems). Detail your customer support model, onboarding timeline, and guaranteed platform uptime service level agreements (SLAs). Confirm whether your company is the Original Equipment Manufacturer (OEM) or an authorized reseller/partner of MedBridge. Provide documentation or proof of active reseller authorization from MedBridge confirming authority to sell and support the platform. Provide up to three (3) examples of similar SaaS software deployments within DoD, Federal agencies, or commercial healthcare entities within the last three (3) years. D.
