An Unrestricted solicitation will be issued to establish an Indefinite Quantity Contract (IQC) for NSN 1620-01-116-2354, a HOSE ASSEMBLY, EMERGENCY LOCK. The award will be for a 5-year base period. The Estimated Annual Quantity (EAQ) is 40 EACH. Production units will be FOB: Destination; Inspection /Acceptance: Origin. Item is critical but not deemed a Critical Safety Item. Export Control applies. Surge does not apply. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The sole approved source is Designed Metal Connections Inc. (CAGE 14798) in accordance with part number 179-50074. DLA Weapons Support - Richmond does NOT possess complete technical data on this part. There are no other approved sources at this time. Any other interested contractor would have to submit a Source Approval Request (SAR) package for approval to be added as a source by the assigned ESA. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. In order to receive an award, regardless of dollar value, contractors must be registered in the System For Award Management (sam.gov). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. DescriptionSOURCES SOUGHT SYNOPSIS The DLA AVIATION is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for NSN 1620-01-116-2354: HOSE ASSEMBLY, EMERGENCY LOCK The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. THERE IS NO POSTED SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
