The Defense Logistics Agency (DLA) hereby issues this Request for Proposal (RFP), Solicitation No. SPRRA2-26-R-0063, for the addition of twelve (12) National Stock Numbers (NSNs)/Part Numbers (PNs) to the existing Indefinite Delivery Requirements (IDR) Long-Term Contract (LTC), Contract No. SPRRA2-25-D-0016, hereinafter referred to as the Alpha VI Contract. The Alpha VI Contract was awarded on September 26, 2025, as a subsumable contract under Raytheon Technologies Corporation's Umbrella Contract No. SPRBL1-25-D-0006, awarded on August 1, 2025. This contract superseded the prior Depot Level Repairable (DLR) contract, SPRBL1-15-D-0017 (Alpha V). The requirements associated with this solicitation are identified in Enclosure 1, Identification of Requirements (IOR), which details the twelve (12) NSNs/PNs included in this procurement. These requirements support the Patriot Missile System and other critical defense systems. The terms and conditions of Umbrella Contract No. SPRBL1-25-D-0006 and the Alpha VI Contract No. SPRRA2-25-D-0016 shall govern the rights and obligations of both the Government and the Contractor. This solicitation is issued on a sole-source basis to Raytheon Company (CAGE 05716) pursuant to 10 U.S.C. § 3204(a)(1) and FAR 6.302-1, as only one responsible source is capable of satisfying the Government's requirements. The Defense Logistics Agency (DLA) anticipates issuing a Letter RFP Solicitation SPRRA2-26-R-0063 to establish 5-year pricing for the parts listed. Those parts will be procured in accordance with the negotiated (Alpha 6) Umbrella Contract SPRBL1-25-D-0006 and Subsumable contract SPRRA2-25-D-0016. The basic terms and conditions of the umbrella contract shall, along with the subsumable shall govern the contractors and Governments' rights and obligations. This contract action is sole sourced to Raytheon Company: IAW 10 U.S.C. 2304 (c)(1) FAR 6.302-1. " Only one responsible source, and no other type of supplies or services will satisfy agency requirements " Commercial and Government Entity (CAGE) Code 05716, which is the original equipment manufacturer (OEM) for the listed parts. Due to the proprietary requirements imposed by the original equipment manufacturer, there are no other known sources. The 11 parts will be added onto the DLA-Raytheon Subsumable Contract SPRRA2-25-D-0016 as an add-on procurement. These part numbers will support the Patriot Missile System. The add-on is authorized pursuant to DLAD 52.216-9006 "Addition/Deletion of Items" as well as the scope statement that was included in solicitation SPRBL1-25-R-0001. The letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. If other Part Numbers and specifications are subsequently added, as defined by the terms of the contract, they will be synopsized separately. The contract requires design, build and supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. All offerors must meet prequalification requirements in order to be eligible for the award. The U.S. Army Combat Capabilities Development Command Aviation & Missile Center's (AvMc DEVCOM) System Readiness Directorate (SRD), Sustainment Division (SD) is the engineering source authority for source approvals. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future efforts by emailing inquiries to: usarmy.redstone.devcom-avmc.mbx.amr-ss-sar@mail.mil. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code and the corresponding Size Standard of number of employees is located in the attachment. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of MULTIPLE ITEMS (See Table 1) in support of the Patriot Weapons System. The AMSC codes can be referenced on the attachment. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-l(a)(2) having only a limited number of responsible sources. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All offerors must meet prequalification requirements in order to be eligible for award.
