Scope

The Contractor shall submit payment requests using the following document type(s): (i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher. (ii) For fixed price line items- (A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer. ____ (Contracting Officer: Insert applicable invoice and receiving report document type(s) for fixed price line items that require shipment of a deliverable.) (B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

SCHEDULE • CPM – Critical Path Method • Include Submittals - Administration, Materials, and Closeout • Update as required for CO cost or time extension SCHEDULE OF VALUES • Include COR signature approval block • List Bonds first • List Submittals – Administration, Materials, and Closeout • List Cost Mod by CLIN • Assign percentage of each item value of total project cost • Assign separate item for stored materials • Assigned values total must equal 100% - No retainage • Do not front-end load or inflate value of completed work REQUEST FOR INFORMATION • RFI 1 First • RFI 1.1 Revised • Send to COR & KA • Address issues as completely as possible • Do not proceed on answer if time/cost applicable unless directed by the KO INSPECTIONS & TESTS • Schedule Inspection with COR at start and end for each Trade • Inspection Reports • Provide reports as a submittal • Submit timely IAW submittal process • Test Results • Submit timely IAW submittal process • GOV may conduct additional inspections and tests PAYMENT CONTRACT & SOV • Upload signed docs into WAWF on DODAAC F7S3E1 APPLICATION FOR PAYMENT • Include Certified Invoice, SOV & CPM • Submit to COR for acceptance.

Amendment 1 has been posted as of 2 Sept 2026 The USPFO for CA intends to award a single firm-fixed-price contract for construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to Replace Air Handling Unit for Building 2272 at 163rd Attack Wing, March ARB Ca: The scope of work is to Replace Rooftop AHU and associated components. Work includes demolition, mechanical, plumbing, electrical and controls. THIS REQUIREMENT IS BEING SOLICITED 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. THE NAICS CODE FOR THIS ACQUISITION IS 238220 AND THE SMALL BUSINESS SIZE STANDARD IS $19,000,000.00. Project Magnitude: $250,000.00 TO $500,000.00 Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. You will need your DUNS number to register. Instructions for registering are on the web page (there is no fee for registration). Please note that due to recent fraudulent activity, the process for fully activating (and updating) a registration at SAM has changed, and now requires the submission of a notarized letter to GSA.
