The contract will be executed in three phases. The contractor will only have access to one phase at a time and must complete that phase before moving on to the next phase. While the contractor is working on one phase the Army will be conducting training in the other two phases. Each turning point identified in the drawings will require the existing roadbed to be excavated and concrete placed in accordance with the design.
