This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. UMSB Contracting has been tasked to solicit for and award a contract for UNMANNED AIRCRAFT SYSTEMS (UAS) FOR USACE AVIATION PROGRAM OFFICE TRAINING FLEET. The proposed contract is expected to be a Firm-Fixed-Price (FFP) contract. The purpose of this announcement and the attached Draft Scope of Work (SOW) is to gather industry comments, suggestions, or questions before the official release of the solicitation. The NAICS code for this action is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The U.S. Army Corps of Engineers (USACE) Aviation Program Office is responsible for conducting Unmanned Aircraft Systems (UAS) Basic Qualification training for USACE personnel nationwide. This training ensures that operators receive instruction on standardized equipment matching current operational configurations utilized in the field, supporting safe, effective, and standardized training operations. To update and sustain readiness, the USACE Aviation Program Office requires the procurement of five (5) Skydio X10 UAS, five (5) Skydio 3D Scan licenses, and ten (10) additional Skydio 150W batteries. It is asked that interested parties respond to this sources sought synopsis with the following information: Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status and socio-economic status as listed in the System for Award Management and the corresponding NAICS code. Provide clear, verifiable proof that your company can successfully provide and deliver the required Unmanned Aircraft Systems (UASs). This must include evidence of existing supply chain pipelines, distribution agreements, past performance of similar drone system deliveries, or proof of immediate inventory access to minimize risk to the USACE training fleet schedule. State if these items are available on an existing Federal Supply Schedule GSA Multiple Award Schedule) or other agency-specific contract vehicle, including the contract number. If proposing the brand name Skydio products, provide proof of status as an Authorized Skydio Federal Reseller, confirming your authority to sell, support, and pass through manufacturer warranties and software licensing terms to the U.S. Army Corps of Engineers. Confirm the ability to deliver all equipment, active software licenses, and auxiliary accessories within 30-60 days of contract award to the designated USACE training facility. This market survey is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
