The U.S. Army Corps of Engineers (USACE) is exploring the use of alternative acquisition strategies like Progressive Design Build and Integrated Design and Construction for the upcoming electrical substation project at Yokohama North Dock. Because these contracting method differ from traditional U.S. Government Fixed-Price Design-Build contracts, this summary is provided to explain the different framework, how risks are shared, and how the contractor and Government will collaborate as well as to determine local industry interest in these new methods. What is Progressive Design-Build (PDB)? PDB is a highly collaborative project delivery method. Unlike traditional Design-Build where contractors must submit a final construction proposal based on an incomplete preliminary design, PDB selects a contractor based primarily on their qualifications, past performance, and expertise, rather than a final price. What is Integrated Design & Construction (IDAC)? The Integrated Design and Construction (IDAC) acquisition strategy represents a highly collaborative, two-phase procurement method designed to mitigate risks, compress timelines, and control costs on complex military and civil works construction projects. The intent is to competitively select the construction contractor early in the design cycle. This allows the construction contractor to provide real-time constructability reviews, cost estimations, and market supply-chain analysis while the Designer of Record (DOR) finalizes the design. For both methods, once the contractor is selected, the U.S. Government and the Contractor work together as a team to collaboratively/progressively develop the design, schedule, and cost. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. This contract will be performed in its entirety in the country of Japan and is intended only for local sources. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform construction in Japan. Specifically, a prospective offeror must be duly authorized to operate and conduct construction business in Japan and must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. b. In addition, offerors must possess a Japanese civil construction (doboku isshiki koji) license or Japanese architectural construction (kenchiku isshiki koji) license by the proposal due date and time. The U.S. Government will verify that the offeror has the license through the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website at https://etsuran2.mlit.go.jp/TAKKEN. It is the responsibility of the offeror to ensure that it has the license (Japanese civil construction or Japanese architectural construction), and that it is accurately shown on the MLIT website, by the proposal due date and time. Failure to comply with this requirement will be cause for rejection of your offer. c. The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as "Members of the Civilian Component" under Article I(b) of the SOFA. Project Information: Project Title: FY28 Frequency Converter Plant Project Location: Yokohama North Dock, Japan Project Magnitude: Between ¥7,500,000,000 and ¥15,000,000,000 (Japanese YEN) Project Description: This project will construct a new 66kV electrical substation and frequency converter plant at Yokohama North Dock. The primary requirement is to provide a permanent and sustainable source of 60Hz shore power for U.S. military watercraft. The project will deliver a complete and usable power distribution system.
