GENERAL INFORMATION & INSTRUCTIONS 1. Purpose of this Notice The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC), Environmental Laboratory (EL) in Vicksburg, MS, is issuing this Presolicitation / Sources Sought Notice to identify qualified and interested sources capable of providing non-personal Attending Veterinarian (AV) services. This notice is part of market research to determine the availability of qualified small and large business contractors, as well as to seek industry feedback on the attached draft Performance Work Statement (PWS). 2. Acquisition Strategy The Government intends to issue a competitive solicitation for these services. This notice requests the submission of capability statements from interested parties to verify the pool of qualified contractors and to assist in finalized acquisition planning. 3. Submission Requirements for Capability Statements Interested firms must submit a Capability Statement (not to exceed 5 pages, excluding resume/license attachments) demonstrating their ability to perform the services outlined in the draft PWS. Submissions must include the following information: A. Company Profile Company Name, Address, and Website. Unique Entity ID (UEI) and CAGE Code. Business Size and Type under NAICS 541940 (e.g., Small Business, 8(a), SDVOSB, WOSB, HubZone, Large Business). Point of Contact (Name, Title, Phone Number, and Email). B. Technical Capability & Qualification Criteria Vendors must explicitly address and provide proof of the following mandatory qualifications: Professional Degree: Provide proof of a Doctor of Veterinary Medicine (DVM or VMD) degree from an AVMA-accredited institution. Professional Licensure: Provide proof of active, unrestricted licensure to practice veterinary medicine in the State of Mississippi. Core Experience: Provide a detailed narrative or resume demonstrating a minimum of five (5) years of experience serving as an Attending Veterinarian (AV) within an AAALAC-accredited laboratory animal care and use program. Species Expertise: Detail specific scientific experience in laboratory animal science/medicine and the care of specific species maintained by ERDC-EL (including aquatic, amphibian, reptilian, and avian species, as well as mammalian wildlife species as applicable to environmental research). Geographic Proximity: Confirm that the primary base of operations is located within 200 miles one way of the ERDC-EL facilities in Vicksburg, MS, to meet the mandatory 4-hour emergency on-site response window. C. Past Performance Provide up to three (3) references for similar services performed within the past five (5) years. Include the contract number, client organization, a brief description of the scope, and a reference contact (name, phone, and email). 4.
