The U.S. Army Corps of Engineers, New England District is solicitating an Invitation for Bids (IFB) for Electrical Feeder Upgrades at the Black Rock Lake Dam in Thomaston, Connecticut. This will be a 100% Small Business Set-Aside IFB procurement. The NAICS code for the work described below is 238210 with a size standard of $19M. The project is planned to be issued in July 2026 and will be set aside for Small Businesses. The period of performance will be approximately 180 days. The estimated magnitude of this project is between $750,000 and $1,250,000.The work of this project involves electrical feeder upgrades at the Black Rock Lake Dam in Thomaston, Connecticut. Specific work tasks include, but are not limited to, replacing the existing overhead dam feeder (which runs underneath a high voltage line) from the project office to a designated manhole with a buried conduit duct bank.The existing gate tower feeder is in an existing buried duct bank which runs up the dam face and in exposed conduit beneath the gate tower bridge will be removed and replaced with new. The fused disconnect at the existing overhead line end will be removed. The existing manual transfer switches in the gate tower and project office will be removed. The existing 480V Panel-A, transformer, and 120/208 Panel-B in the gate tower will be removed and replaced with new. The existing service entrance circuit breaker and its enclosure will remain and be reused. Install new propane genset in the project office parking lot. Install a new propane tank with an underground propane line connected to the genset. The new genset will be sized to power both the project office and the gate tower on loss of utility. The propane tank will be sized to provide 5 days of run time before needing to be refilled. Install a new properly sized automatic transfer switch to feed existing panel MDP-1 from either the existing utility feeder or the new propane genset.
