Opportunity summary

Source-cited

This Sources Sought RFI seeks industry capability to develop a Soldier-worn Blast Overpressure Sensor System (BOSS) for DoD medical studies. The goal is to shape acquisition planning by understanding vendor solutions for required Key Performance Parameters (KPPs). [1]

Key points

  • Identify sources meeting KPPs for BOSS device. [1]
  • RFI is for information only; no commitment to pay. [3]

Watch items

  • Response due date is September 11, 2026. [1]
  • Must complete attached Requirement and Remarks documents. [2]

Addition of Missing Attachment: "RFI Attachment 2 - Blast Overpressure Sensor System (BOSS) Remarks.xlsx" has been added to the solicitation on SAM.gov. Action Required: As stated in Section 3 (Submission Instructions), vendors must utilize and complete this Excel file as part of their response package. Clarification of Requirement Document: "RFI Attachment 1- Blast Overpressure Sensor System (BOSS) Requirement Document.docx" remains a mandatory attachment. Vendors must review this document to understand the Key Performance Parameters (KPPs) and Critical Logistic Specifications (CLS) required to formulate a complete response. 1. Background: Through three National Defense Authorization Acts (NDAA), Section 734 of the 2018 NDAA, Section 253 of the 2019 NDAA, and Sections 717 and 742 of the 2020 NDAA, Congress mandated longitudinal medical studies on Blast Overpressure (BOP) exposure. These studies aim to improve the DoD's understanding of how blast exposure affects Service Members' brain health and to better inform policies on risk mitigation, unit readiness, and health care decisions. The BOSS will be a Soldier-worn device designed to track, store, and transmit blast overpressure events caused by shock waves above normal atmospheric pressure, whether from tier-one weapons or explosions during training and combat. By proactively monitoring blast exposure, BOSS may help reduce injury severity. It will provide real-time data to inform medical decisions and maintain exposure history for long-term health monitoring within the PEO Soldier Data Eco-System. 2. Objective and Purpose/Scope: The Government intends to conduct a Sources Sought to identify qualified sources capable of meeting the required Key Performance Parameters (KPPs), as well as to gain an understanding of how potential vendors may be able to meet these requirements in the future. Through this market research effort, the Government seeks to assess current industry capability, evaluate associated risks, and determine the feasibility and maturity of potential paths toward full KPP compliance. The information received will help the Government shape acquisition planning, refine requirements, and better understand the solutions available or emerging within industry. 3. Submission Instructions: Response Due Date: Interested parties shall submit the RFI response electronically by 1600 Eastern on 11 September 2026 via e-mail to: roxanne.a.dalrymple.civ@army.mil; timothy.j.compton7.civ@army.mil Email Subject/Title: "RFI response for W91CRB-26-RFI-BOSS" Format: Microsoft Word or searchable Adobe PDF. Arial 12-point font, single spaced, single sided, 8.5 by 11-inch paper with 1-inch margins. Required Contents: Cover Page (1-page limit) including Title, Organization, Technical and administrative points of contact (names, addresses, phone, fax number and email addresses), and Topic area: "TITLE". Completed Attachment 1 (BOSS Requirement Document) and Attachment 2 (BOSS Remarks). The response shall provide sufficient technical data to determine how you fully meet the requirements. 4. Disclaimer: THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). This RFI is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents are solely responsible for all expenses associated with responding to this RFI. NO PHONE CALLS WILL BE ACCEPTED OR RETURNED. All 'Proprietary', 'Classified', 'Confidential', or 'Sensitive' information shall be marked as such and will be treated accordingly. 5. See Attachments at the bottom of this posting: Updated List of Attachments (Revision to Section 5): The complete and official list of attachments for this RFI is now updated to include the following three (3) documents: Main Solicitation Document: Boss Sources Sought.docx Attachment 1: RFI Attachment 1- Blast Overpressure Sensor System (BOSS) Requirement Document.docx Attachment 2: RFI Attachment 2 - Blast Overpressure Sensor System (BOSS) Remarks.xlsx
