This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 36C78626Q50235. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2026-01 (eff. 03/13/2026). NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE: The (NAICS) code for this procurement is 561730. The business size standard number of employees is $9.5 Million. This notice shall not be construed as a commitment by the government to ultimately award a contract, nor does it restrict the government to a particular acquisition approach. The U.S. Department of Veteran Affairs, National Cemetery Administration, anticipates a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a base year period, plus four one-year option periods, if exercised. INSTRUCTIONS TO OFFERORS: All prospective offerors MUST be registered with the System of Award Management (SAM) at http://www.sam.gov and must complete the Online Representations and Certifications Application (ORCA) at http://www.sam.gov prior to the solicitation closing date. Failure to comply will result in the offeror being considered ineligible. “System updates may lag policy updates. RESPONSE TO REQUEST FOR QUOTATION (RFQ): Quotes are due to the Contracting Officer (brian.werner2@va.gov) no later than Monday, September 28, 2026, 12:00pm Central Time. Responses to this announcement will result in an Indefinite-Delivery, Indefinite-Delivery (IDIQ) contract, base-year plus four (4) option years if exercised. The government intends to make award without discussions. All information submitted in response to this announcement is voluntary and the government will not pay for information provided nor will it compensate any respondent for any cost incurred in developing information provided for the government. Offerors are responsible for obtaining all amendments or additional information concerning this announcement at sam.gov. The guaranteed minimum amount for the life of the contract is $5,000. The maximum aggregate value of the contract, inclusive of the Five One-Year ordering periods, shall not exceed $2,500,000. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced or if the proposed price for the basic requirement or any option exceeds the amount of funding available for any of those requirements. Evaluation of options shall not oblige the Government to exercise the option(s). Contractor shall submit experience/expertise with the Cemetery Grounds Maintenance: Operation of equipment in the vicinity of monuments, man-made objects, natural objects – like trees, water features Mowing, trimming, edging on improved and unimproved turf areas in a large scale (120+ acres) Trash and Debris Removal Chemical Application (Spot and Broadcast Pesticides) Contractor shall submit key personnel experience/expertise with the Cemetery Grounds Maintenance: Key personnel are construed to include those individuals who will directly manage, supervise or oversee on-site contract performance, or who will provide technical advice and guidance to contractor personnel, or who will serve as a liaison between your company and cemetery staff, including the Contracting Officer’s Representative(s) (COR). The key personnel shall include (at a minimum) the Onsite Supervisor. Provide relevant information that shall demonstrate the technical and/or managerial qualifications of key personnel propose in accomplishing the contract. Qualifications for technical personnel shall be listed with training, experience, and certifications (e.g. licensed Pesticide Applicator with 3 years’ experience). Demonstrated qualifications and experience for every individual should be included in this sub-factor in the form of a resume, not to exceed two pages in length for each of the individuals identified. Offerors’ Onsite Supervisor must have not less than five (5) years of experience as a direct supervisor of grounds maintenance operations that included mowing, trimming, edging, and cleanup in industrial, commercial, or public sites. Offerors shall detail the management (Project Manager) availability during contract performance. The on-site supervisor or designated alternate must be able to respond in-person to the cemetery during the same working day when requested by the COR. The on-site supervisor and designated alternate must be employees of the offeror/prime contractor and not subcontractors. Identify exactly what each key person will be doing for the contract. Pesticide Applicator: The licensed applicator must be licensed by the Oklahoma Department of Agriculture as a Commercial Pesticide Applicator; the license must be active and include Qualified Supervisor (QS) in Category 206: Turf Pest Control. All applications shall be performed as per the Rules and Regulations of the Oklahoma Department of Agriculture. The Licensed Applicator must have at least three (3) years’ experience performing herbicide applications in commercial (non-residential) turf and ornamental landscapes. Identify alternate key personnel as backup for key personnel. You may identify other personnel as “key” if, in your opinion, these personnel will have substantive impact in the technical or contract management aspects of contract performance. Offerors shall provide or demonstrate the ability of obtaining before commencement of contract; all licenses, permits, insurance information and other certifications. Pesticides License(s) submission is due at time of proposal for in-house applicator. If subcontracted, submit Business Name and Commercial Pesticide License for proposed subcontractor. Factor 2: Performance Plan and Scheduling Describe the methodology to be implemented to accomplish the requirements of the PWS and detail how the proposed approach will effectively achieve each performance objective. A statement, such as, “the Offeror will abide by all contract requirements” is not acceptable for determining technical acceptability. Offerors shall provide a narrative specifying how allowances have been made for weather delays, holidays and burial services, the days of the week and the hours of operations. NOTE: Technical capability will be evaluated to determine the extent to which it demonstrate
