Notice description
This requirement is competed only to Blanket Purchases Agreement Holders of the U.S. FOREST SERVICE LAND MANAGEMENT INTEGRATED RESOURCES (LMIR) BPA. For information on receiving a BPA, please visit https://www.fs.usda.gov/business/lmir/?tab=business/lmir/ The Bureau of Land Management, Colorado State Office requests quotation for work performed under the attached Performance Work Statement. The resultant BPA Call will result in a firm-fixed-price type. This RFQ is issued pursuant to the procedures of FAR Parts 12 Acquisition of Commercial Products and Commercial Services. This is a non-personnel services contract to provide Herbicide Treatment as prescribed in the specification. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. REFERENCE PR: 0044057645 Delivery is FOB Destination pursuant to FAR 52.247-34. The Contractor will be required to travel to support this requirement. Although the government does not currently anticipate a need for discussions, the government reserves the right to conduct discussions if necessary. Basic Contracting Requirements: 1. Total Small Business Set Aside for NAICS 115310 ¿ Forestry Support Activities - $11.5M 6. Type of Contract - Firm Fixed Price 7. Government Past Performance Systems including SAM.gov and CPARS.gov will be evaluated to support the determination of responsibility required per FAR 9.104-1. 1. Provide your quotation in two parts: PART I (Non-price factors) PART II (Pricing Proposal). All proposals documents shall be provided in pdf format. No other formatting limitations exist. 2. Send quotation to scott_voigt@ios.doi.gov no later than the suspense date. Late quotes will not be considered. 3. Questions are to be submitted to scott_voigt@ios.doi.gov within seven calendar days of the issuance of the original solicitation. Any questions will be responded to via RFQ amendment to the vendor pool. 4. Quotes shall be valid for not less than 120 days. 5. Although the government does not currently anticipate a need for discussions, the government reserves the right to conduct discussions if necessary. Evaluation Criteria: Each proposal will need to be divided into two parts, Pricing and Non-pricing. The non-pricing section should cover information such as the timeframe of project completion, company¿s experience, contact information and other such evaluation factors. These factors will be weighed equally with the exception of price. When combined, non-price factors are less important than price. The contract will be given to the party who can provide the U.S. BLM with the best value to the government. Technical Evaluation Factor: Experience Provide a list of three or more completed or ongoing projects in the past five years in which you served as a contractor or sub-contractor, with at least one of the projects taking place in the past 5 years, in which you completed riparian cut-stump herbicide application services. Each job entry must have the following information: ¿ The name of job ¿ The job start and end dates ¿ A brief description of services provided and the location of the job ¿ The owner of the job ¿ The owner¿s contact information ¿ The total dollar value of the job The government will evaluate experience to ensure that the contractor has adequate institutional and workforce knowledge to accomplish the task. The government will assign a adjunctive rating to support a comparative analysis leading to the award decision. Technical Evaluation Factor: Work Plan The contractor will provide a detailed narrative of how it plans on accomplishing specified tasks including planning, preparation, execution, quality control, and closeout. The government will evaluate the work plan to assess the contractors project management skill and ability to reduce risks to cost, schedule, and quality. The government will assign a adjunctive rating to support a comparative analysis leading to the award decision. Past Performance Evaluation Factor The government will query past performance information systems including the System for Award Management (SAM) and Contractor Past Performance Assessment Reporting System (CPARS) to assess the business risks associated with the contracts ability to perform under government contract. This will be independent of the government¿s responsibility determination. The government will assign a adjunctive rating to support a comparative analysis leading to the award decision. Price Evaluation Factor The government will perform a price analysis against Part II comparing evaluated pricing against the governments independent government estimates, market research data, and historical prices on project awarded by the government.
