Notice description
This notice is for market research and planning purposes only and does not constitute a Request for Quotation (RFQ) or a promise to issue a solicitation. The Government will not pay for any information submitted in response to this notice. This Sources Sought Notice is being issued as a market research tool pursuant to the Revolutionary FAR Overhaul (RFO) Part 12 (Acquisition of Commercial Products and Commercial Services) to identify potential business sources capable of providing a 1-year comprehensive service, maintenance, and training agreement for the 72 ABW Crisis Action Team (CAT) Audio/Visual (A/V) and Video Surveillance Systems. Sole-Source & Proprietary Context: The installed system architecture incorporates custom-compiled control software, uncompiled source code, and integration configurations owned by the original system integrator, Pavion (formerly CTSI). The Government currently anticipates that Pavion is likely the only source capable of fulfilling this requirement without causing unrecoverable mission delays or cost duplication due to proprietary software lock-in. Scope of Work Includes: Onsite Preventative Maintenance and Training Call: Inspection, firmware updates, minor repairs using technician-stocked parts and cable, system calibration, and a detailed quotation of items recommended for upgrade. Maintenance Plan: Subsequent annual maintenance covering all parts and labor for all products in the systems (detailed in Attachment 1 of the PWS), regardless of whether originally provided by the installing contractor or by the Government. This includes onsite maintenance, user training, help-desk support, and onsite troubleshooting. Emergency and Non-Emergency On-Call Support: On-call troubleshooting and rapid physical response. Capability Statements Requested: Interested contractors are invited to submit a concise Capability Statement (max 5 pages) detailing company business size/socioeconomic status, CAGE code, technical capability/OEM certifications to service this specific A/V configuration, and relevant past performance.
