Notice summary
Questions & Answers: Roughly when will approval decision be made and when would installation begin? An award decision will be made promptly after the solicitation closes. We anticipate an award before September 30, 2026. Would you like to include inspections, winterization, and spring start ups with the quote? No, we do not need that included. It was stated that for utility locating to contact the PM/COR 14 days prior to needing marked, however, the SOW also states to be ready to begin work 10 days after approval. Are we able to change that to begin work once utilizes are marked? For liability reasons we will not be digging, trenching, plowing, boring, ect until all utilities are marked. Yes. When NTP is issued I will create a work order to have the utilities marked and I will ensure that all utilities are marked within the same week. All valve lids must be lockable, does it matter the size of each valve box? Preferably 15x26x15 or equivalent. We will cut and remove the Bermuda grass prior to disturbing, however, any damage done to the Bermuda that may need replacing will need to be planted/sodded in the spring/summer once and potential frost damage has passed, is it ok to come back to replace Bermuda? Yes. If it doesnt go past the period of performance date. The period of performance is changing to 240. The quote must call out the change in the period of performance based on the real performance date. Is there a preferred brand of product or are we free to use any? Rainbird or Hunter will work. Are we liable if we hit a utility that was not marked after begin told we are good to begin digging? No, the government will be liable. SOW state an audit is required after installation, typically an audit is a handful of areas/zones, do you want a full system audit included? Yes a full system audit. Do you want a backflow enclosure included? Yes, lockable as well. Are we able to have materials delivered and stored close by on site? Ex: PVC pipe on pallets. Yes, we have a lay down area. Is the parking lot area in front of the flag poles a good staging area for trencher trailer/trucks/ect? No. Parking lot six will be the area for parking. If work is delayed due to weather, base operations, ect, will that affect our deadline date? The contract Period of Performance may be adjusted to account for timing issues beyond the Contractors or the Governments control. Are we able to work weekends? SOW stated Mon-Fri 7-5. Weekend work will be permitted for the main water tie in only. There is no mention of a rain sensor, would you like one included? Yes we would like to include the rain sensor. Are there certain days/hours that we are not allowed to excavate/trench/directional bore? No. There is no mention of grounding. Irrigation systems can be struck by lightning, would you like to include grounding? This would include a grounding rod near the controller and a copper wire ran to it. Yes Which version of prevailing wage rates is being used? Refer to Attachment 2 Wage Determination on the solicitation listing at SAM.gov. Will the DBIDS passes to get on base need to be renewed or will we receive a 90 day version? There will be new passes issued for the duration of the project. Are we able to backfill straight runs of pipe and only leave the joints visible for the PM to inspect? Yes, as long as the fittings are visible for inspection. It states to provide 2 business days notice for the PM to inspect prior to backfilling, would you like movable barriers included in the quote to block off potential safety concerns for falls ie; holes while we wait for the PM to inspect? Yes. If a change order is needed what is the process for submittal? Site conditions or other conditions requiring a change will be processed by contract modification. Give proper notice to the Project Manager/ COR. The COR or the Contracting Officer will advise you to annotate your findings and provide a quote to the Contracting Officer. This will be reviewed and approved by the Contracting Officer and processed bilaterally on contract modification. The solicitation number SP4703-26-Q-0065 is issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price award with an expected Period of Performance of 90 days from the Notice to Proceed (NTP). This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 236220 (General Commercial Construction). The small business size standard is $45M.
